A Study On The Checking System Of Dalian Residents’ Economic Situation In The Context Of Precision Poverty Alleviation

The report to the 19th National Congress of the Communist Party of China（CPC）put forward a new historical juncture in China’s development,that is,socialism with Chinese characteristics has entered a new era.With the advent of the new era,social assistance work has come to a new period of development,shouldering a more important and difficult responsibility to ensure the people’s livelihood.Economic status check is the main admittance standard for social assistance work.However,due to the complex influence of China’s tax system,property income and other factors,in the implementation of social assistance,the government has been difficult to carry out residents’ economic status check.At present,the economic status survey of the social assistance applicants in Dalian has gradually matured,but there are still some problems such as difficult integration of check information and small range of check results.How to effectively carry out the economic status check of Dalian residents under the background of social assistance is an important issue at present.In recent years,Dalian residents economic status check center to improve the accuracy of the application object check,constantly explore and establish a new residents economic status check mode,update the check process,adjust the minimum standard of living security of residents,which has achieved very good results.This paper takes Dalian residents economy check system and its associated unit as the research objects,through analyzing literature of experts both at home and abroad,which study Social assistance and residents’ financial status check.It combines Dalian residents’ economic status check of the relevant progress and the latest measures,through the board structure interview method and other investigation and research methods,using mathematical statistics method Dalian residents’ economic status check of the status and development process of data.Finally,it concludes that Dalian residents’ economic status check has improved the identification of social assistance,basically realized the dynamic management of the minimum living security,and achieved preliminary results in the plan of "providing for the extremely poor".The check process is becoming increasingly standardized,and the check information sharing has become normalized.Based on these studies,through careful analysis of survey data,understanding of the policy and practice of the verification work,sorting out and analyzing interview records,the existing problems of Dalian residents’ economic status verification are also found out.Through vertical analysis of the root of the problem and overall planning of Dalian’s current situation and omission in the check work,this study actively explores countermeasures and suggestions in all aspects and links of Dalian residents’ economic status check,aiming to provide reference ideas for the future residents’ economic status check.Residents’ economic status check is a research field gradually emerging in recent years.At the same time,residents’ economic status check has gradually broken and replaced the original survey methods such as household survey and neighborhood visit,and also suppressed the occurrence of "cheating insurance" and "driving BMW to eat subsistence insurance".Therefore,it is particularly important to constantly create the way of checking residents’ economic status,standardize the checking process and adjust the security standard.On the basis of understanding the existing problems and causes of Dalian residents’ economic check,this study puts forward countermeasures and suggestions,providing reference for promoting Dalian residents’ economic check,which has important practical significance.
