A Study On The Problem And Strategy For The "One System And Three Transformations" Administrative Examination And Approval System In Tianjin

After nearly 20 years of examination and approval system reform,Tianjin has achieved remarkable results in reducing the operating costs of enterprises and the difficulty of the masses by reducing examination and approval and process re-engineering.However,after the reform of the administrative examination and approval system in the early stage,there are still some problems to be solved,such as regulatory vacuum,the phenomenon of emphasizing examination and approval over supervision,single service channel and mode,insufficient information development;nonstandard and opaque process of examination and approval service,and so on,which shows that the road of administrative examination and approval system reform is still heavy and needs to be further deepened.In order to solve these problems,based on the achievements of solid promotion of reform in the past 20 years,Tianjin actively explored and boldly innovated.In September 2018,Tianjin issued 《 Implementation plan of Tianjin committed and standardized and intelligent and facilitation examination and approval system reform》(hereinafter referred to as "One system and three transformations" examination and approval system reform),starting a new round of administrative examination and approval system reform.Based on the research background of deepening the reform of "deregulation,management and service" and optimizing the construction of business environment,this thesis studies and analyzes the process,progress and problems of the reform practice of "One system and three transformations" in Tianjin,so as to dig out the root of the problems.The reform of "One system and three transformations" is an active exploration and bold innovation in deepening the reform of streamlining administration and delegating powers,strengthening market supervision and management,improving the quality of public services,and improving the efficiency of the government.However,in the face of the urgent needs of social development and the goal of comprehensively deepening the reform of benchmarking Tianjin’s "One system and three transformations" examination and approval system reform is faced with such problems as backward governance concept,lack of perfect top-level design,poor connection of examination and management,lack of unified and efficient supervision system,unclear boundaries of rights and responsibilities,lack of coordination between departments,information barriers,imperfect intelligent infrastructure,lagging legal construction,and lack of reform basis and legal support,Tianjin needs to strengthen the reform.By analyzing and summarizing the relevant research results at home and abroad,this thesis compares and analyzes the advanced experience of examination and approval system reform and administrative regulation reform in Beijing,Zhejiang,Guangdong and other regions at home and abroad.The thesis puts forward the countermeasures and suggestions to improve the "One system and three transformations" examination and approval system reform in Tianjin,combined with the investigation and implementation of the reform of "one system and three systems",we should improve the top-level design and innovation work mechanism,establish and improve the regulatory system,establish and improve the vertical and lateral communication,and the horizontal coordination of the approval and linkage mode,and strengthen the construction of "Internet + approval services".
