Study On Performance Of Chang Li Representative

China is a socialist country with the people’s democratic dictatorship,which means all the power of the state belongs to the people.The system of people’s congress,which reflects the characteristic of the Chinese people being masters of the country,is the fundamental political system of our country.Since the 18 th National Congress of the CPC,the CPC Central Committee,with Comrade Xi Jinping as its core,has attached great importance to the NPC system and the work of the national and local people’s congress,made major arrangements for strengthening and improving its work,put forward clear requirements and issued a series of important guiding documents on the system and the work of the national and local people’s congress.The effective performance of deputies in accordance with law is an important part of the system of the People’s Congress of China,which is of great significance to the effective operation of the system of the People’s Congress,the development of socialist democracy and the protection of the people’s ownership of the country.Based on the author’s work experience in People’s Congress of Changli,and on the basis of studying the domestic and foreign literatures on the performance of deputies,this paper conducts a comprehensive investigation and study on the duty performance of deputies at county level of Changli People’s Congress with the method of literature analysis,case analysis and interview.The performance of deputies is based on the theory of people’s democratic rights and representative system.And the features of the performance of deputies can be summarized in four key words,which are for the people,legal exercise,procedural and protected.The performance of deputies mainly plays a role in four aspects: participation in decision-making,supervision and assistance,bridge ties and exemplary roles.Taking the performance of deputies of the county level of Changli as the object,and based on the activities of deputies at county level during and between the sessions,we can know the duty performance of deputies at county level of People’s Congress in Changli comprehensively and systematically.Through the research,we find that there are some problems existing in the process of deputies performing their duties,such as inactive attendance at meetings,lack of close contact with the masses,low quality of proposals,weak ability to review report,and lack of professional knowledge.Then the paper analyzes the causes of these problems from sense of representative performing their duties,the environment of duties for representative,safeguard mechanism,supervision mechanism and other aspects.Combined with the problems in the performance of deputies of the county level of Changli,the paper puts forward some practical measures and suggestions to improve the performance of deputies on the basis of the above study.It is believed that the enthusiasm and initiative of the delegates in performing their duties should be continuously improved by improving their comprehensive quality,optimizing the environment,perfecting the guarantee mechanism,and strengthening the supervision mechanism for the delegates to perform their duties.
