| Labor is the father of wealth and land is the mother.Throughout the course of human economic and social development,it is easy to find that no matter what period of social and economic development is based on the development and utilization of land resources.China has a large population,land resources are very scarce,with China’s economic development has entered the "new normal",the unreasonable use of urban land,land reserve laws and regulations system is not complete,land reserve way random is a very serious social problem.Therefore,it is of great theoretical and practical significance to fully improve the utilization efficiency of land reserve,promote and standardize the land reserve mode,and then effectively solve the sharp contradiction of man land relationship in the process of rapid economic development.This paper mainly uses the method of case analysis and literature survey.Firstly,this paper selects Shanghai,Hangzhou and Wuhan as the representative cities in the land reserve mode,and makes a comparative analysis of three different land reserve modes.At the same time,it selects Baodi District of Tianjin as the research focus,Starting from the operation mode of Baodi District land reserve Organization(Baodi District Land Consolidation Center),this paper compares its land reserve mode with other administrative regions of Tianjin and other cities in China,and lists cases to analyze the problems existing in its land reserve work,and puts forward countermeasures for the problems in the land reserve mode,It provides decision-making reference for the establishment and optimization of land reserve system in Baodi District and other small and medium-sized cities in China.Through the study of this paper,we can find that the land reserve mode of Baodi district is a government led land reserve mode.After more than ten years of practice and development,the land consolidation center of Baodi district gives full play to the function of market mechanism to allocate land resources,control urban land supply and improve land use efficiency,But at the same time,the land reserve work in Baodi district is lack of planning,the land reserve plan is vulnerable to government intervention,the land reserve management and development is poor,and the land reserve financing risk is high.This is mainly due to the backward management system of land reserve institutions,imperfect laws and regulations,unbalanced supply of land reserve,weak financing environment and other factors,The above problems also exist in other small and medium-sized cities in China.Therefore,combined with the development characteristics of small and medium-sized cities,the author explores and puts forward optimization countermeasures from four aspects: the establishment of land reserve institutions,the implementation process of land reserve,the construction of laws and regulations,and the broadening of financing channels,which can be considered to be popularized in other small and medium-sized cities. |
