| As the basic system of land market construction in China,land reserve management system is an innovation of land management system in China.With the promulgation of a series of laws and regulations such as the new "land management law" and the implementation of various land reform systems,China’s land reserve system has achieved certain results,but also faces new development requirements.Focusing on the function setting of "National Central City",Chengdu has adjusted its industrial development ideas,stabilized its position as a national central city,issued the opinions on several policies and measures for innovating factor supply,cultivating industrial ecology and improving the industrial energy level of national central cities,and made it clear that "the space for industrial development should be reasonably arranged,the land for industrial development should be comprehensively arranged,and the policy for industrial land supply should be optimized",It points out the direction for Chengdu to reshape the industrial economic geography,build the industrial system and optimize the industrial layout.It also provides important practical suggestions for realizing rational allocation of land resources,optimizing industrial layout,and improving land development and utilization efficiency under the background of new era and new requirements.On the basis of concept definition and theoretical research,this paper takes Pujiang County’s land reserve management as the research object,through the study of Pujiang County’s land reserve operation,land use,land collection and storage and land market,discusses the problems and Countermeasures in the management behavior of local governments.This paper consists of six chapters.Firstly,taking the theoretical research as the starting point,this paper discusses the research status of scholars at home and abroad from the aspects of the role and function of land reserve,influencing factors,the operation mechanism of land reserve management,policies and regulations,etc.Secondly,by defining and explaining the related concepts of land reserve,land reserve system and land reserve management,This paper presents the theoretical basis of this study,including new public management theory,marginal utility theory,sustainable development theory and market supply and demand theory.Thirdly,through the analysis and Research on the current situation and practice of Pujiang County’s land reserve management,this paper summarizes the practices and achievements of Pujiang County’s land reserve management from four aspects: preparing the land reserve plan,strengthening the information construction of land reserve,land development and utilization,and financing channels.Then,using the method of combining theory with practice,this paper analyzes the reasons on the basis of summarizing the problems existing in Pujiang County’s land reserve system.Finally,it puts forward countermeasures and suggestions for Pujiang County’s land reserve management from four aspects:Rationalize the land reserve organization system,improve the land reserve operation mechanism,improve the land reserve laws and regulations and regulatory measures,and optimize the land reserve fund raising and management.The innovation of this paper lies in: according to the current situation of Pujiang land reserve management,this paper proposes to establish the corresponding land reserve organization system;Combined with the four stages of land reserve management behavior,This paper puts forward relevant suggestions on improving the land reserve operation mechanism,which fills the blank of establishing the operation mechanism of land reserve management in Pujiang County;Based on the practice,this paper puts forward relevant countermeasures for the raising and management of land reserve funds in Pujiang County,which has reference significance;Through sorting out the relevant policies of land reserve management,research and formulate an operable supervision system matching with land reserve management. |
