Research On The Traffic Management Of Tianjin Port Road Transport

China’s import and export trade volume has increased in recent years,and the port cargo transportation volume has also increased.Due to the fact that road is the main way of China’s port cargo transportation,that the continuous incerase of cargo volume will increase the pressure of the port road transportation,and put forward higher requirements for the city port roads which are already close to its saturation.Therefore,it is necessary to carry out reasonable and efficient traffic management for port’s roads,so as to comprehensively improve the operation performance and management service level of the road network.Through the method of traffic management for port’s road,it can meet the demand of the port transportation capacity,promote the coordinated development of port and city,and solve the traffic conflict between port and city.Based on the theory of new public management and collaborative governance,this paper emphatically analyzes the existing problems in the traffic management of Tianjin port roads,and probes into the concrete solutions.Firsly,the concepts of port highways traffic management are expounded,and the applicability of the basic views of new public management and collaborative governance in port highways traffic management are discussed.Secondly,on the basis of analyzing the function of Tianjin port and the overall layout of the port roads,the traffic status of the main port roads in Beijiang and Dongjiang port areas are analyzed by means of practical investigation.Furthermore,the traffic and management status of Tianjin port roads are summarized.After that,the main reasons of traffic jam in port roads are expounded.Then,the existing problems of the port roads traffic management are analyzed from the perspcetives of the new public management and collaborative governance.In addition,this paper introduces the measures adopted by advanced port cities at home and abroad in the port roads traffic management,providing reference experience for the traffic management of Tianjin port roads.Finally,the development goals of port roads traffic management are analyzed from three aspects of accessibility,specialization and intelligence.Guided by the development goals and bisic views of new public management and collaborative governance,and combined with the existing problems of port roads traffic management in Tianjin port,the countermeasures to improve the traffic management level of Tianjin port roads are explored.
