Study On The Administrative Subject Qualification Of Development Zone Management Committee

Since its creation,it has played a significant role in promoting high-level regional development,improving industrial structure and enhancing comprehensive development benefits.The rapid development of development zones is closely related to the management system of development zones-the management committee model-which has effectively performed important functions such as economic regulation,social management and public services.In the context of the high-quality development of development zones,the study of the administrative subject qualification of development zone management committees has become an important theoretical and practical issue.Due to the relatively late birth of China’s development zones and the relatively short period of "wild growth" they have experienced,the problem of legal lag is relatively obvious.There is no formal administrative division for development zones,and there is no administrative committee in the sequence of administrative agencies in China,and no development zone or development zone management committee can be found in the constitution or local organic law.This has led to a series of dilemmas that are "impossible to follow" and has led to the controversial "awkward" situation of the administrative subject qualification of the development zone management committee.The unclear qualification of the administrative subject of the administrative committee of the development zone has led to many problems,including the lack of basis for the establishment of the administrative committee and related supporting institutions,the unclear function and authority of the administrative committee,the questionable qualification of the defendant of the administrative committee,and the unclear law enforcement subject of the administrative committee.Based on the current "awkward" situation of the administrative committee of the development zone,this paper proposes to clarify the administrative committee of the development zone as the dispatching authority,improve the relevant laws and local regulations,clarify the functional authority of the administrative committee,clarify the qualification of the administrative subject and the qualification of the defendant,and build a perfect law enforcement system.By improving the relevant laws and local regulations,clarifying the functions and powers of the administrative committee,clarifying the relationship between the qualification of the administrative subject and the qualification of the defendant,and constructing a perfect law enforcement system,we propose to further solve the problems caused by the unclear qualification of the administrative subject of the administrative committee of the development zone in order to promote the better development of the zone.
