Study On The Qualification Of Administrative Subject Of The Administrative Committee Of Economic Development Zone

The deepening of reform and opening up has prompted the emergence of economic development zones.Since 1984,our country since the completion of the first batch of economic and technological development zone,in the rapidly growing of various development zones in China to speed up the industrialization and urbanization in our country and opening to the outside world played an irreplaceable role,it is closely combined with the economic construction,so by encouraging development zone development to achieve economic growth becomes more important in our country,economic development zone for China’s economic development and the role of political construction is becoming more and more important.In the process of continuous development and exploration of the development zone,established the daily management organization of the development zone---the administrative committee.The purpose of its establishment is to endue the corresponding administrative power to ensure the rapid development of economic development zone.However,in practice,the management of economic development zone has brought a series of problems in the process of managing the development of economic development zone.At present,due to the relative lag of the legal system,there are no uniform regulations on the management committee of economic development zones in legislation,and the academic circle has not formed a general view.In the specific practice,different regions have different positions for the administrative committee of development zones,and in practice,there are often cases of the same case and different judgments.Therefore,it is urgent to clarify the administrative subject qualification of the administrative body of the economic development zone through theoretical research,and improve the relevant laws and regulations to promote the all-round development of the economic development zone.This will not only facilitate the smooth progress of collaborative governance,but also promote the construction of governance system and the improvement of governance capacity.This article will be divided into three parts to discuss.The first part starts with the concept and development status of economic development zones,draws the overview of the management committee of economic development zones,and the analysis of the current academic dispute on the qualification of administrative subject of the management committee of economic development zones,and from this analysis summarizes the accurate positioning of the qualification of administrative subject of the management committee of economic development zones in China.The second part analyzes a series of problems caused by the unclear qualification of the administrative subject of the administrative committee of economic development zones in China,such as the vague qualification of the subject,the vague scope of functions and powers,the non-standard power operation and the loopholes in legal supervision.The third part,which is the key part of this paper,gives Suggestions on the improvement of the administrative subject qualification of the economic development zone administrative committee,and positions the administrative committee of the economic development zone at different levels respectively,and sets the future prospect for the development of the administrative subject qualification of the economic development zone administrative committee while giving relevant legislative Suggestions.The qualification of the administrative subject of the economic development zone management committee should be clarified and the qualification of the management committee most suitable for the development of China’s economic development zone should be determined.Through analysis and research,it is hoped to produce certain reference effect,so as to better promote the development of economic development zone and local economy.
