| Closely connecting with the masses is the greatest political advantage of the ruling party,while separating from the masses is the greatest danger after the party takes power.At the Fourth Plenary Session of the 19 th CPC Central Committee,the Party clearly proposed that the CPC in the new era should strive to improve the systems of governing for and by the people,implement the Party’s mass line,and constantly improve the system of linking party members and cadres with the masses.This important exposition not only points out the institutionalized significance of closely connecting with the masses,but also points out the urgency of improving the system of connecting party members and cadres with the masses in the new era.On the way to comprehensively launch the new levy of socialist modernization,how the CPC improves the system of party members and cadres connecting with the masses to meet the needs of modern governance system construction is a practical problem that deserves in-depth study.The perspective of the paper mainly focuses on the theme of the construction of the CPC’s system of improving the relationship between party members and cadres and the masses in the new era.First of all,through sorting out relevant literature,make an accurate definition of the concept of the system of party members and cadres connecting with the masses.Secondly,it mainly summarizes the existing system of closely connecting with the masses from three aspects: the system construction of cultivating the mass concept of party members and cadres,the system construction of practicing the mass line,and the system construction of mass work evaluation.Thirdly,from the multi-dimensional perspective of theoretical basis,historical basis and practical basis,this paper analyzes the internal basis of the CPC in the new era to improve the construction of the system of linking party members and cadres with the masses,aiming to provide guidance for better opening the future of system construction.Finally,on the basis of a thorough examination of the practical contradictions in the construction of the system of linking party members and cadres with the masses,the paper focuses on the effective measures taken by the CPC to improve the mass work system in the new era.In the new era,the CPC should focus on strengthening the top-level design and improving the basic idea of the system of party members and cadres connecting with the masses;Adhere to advancing with the times,explore the innovation of the system of party members and cadres connecting with the masses;Focusing on problem-orientation and strictly enforcing the supervision and implementation of the system of connecting party members and cadres with the masses,we should carry out constructive thinking on improving the system of connecting party members and cadres with the masses from three levels. |
