| The 18th National Congress of the Communist Party of China set the goal of building a moderately prosperous society in all respects by 2020.Now,China has achieved this goal,which marks a historic leap in China’s social and economic development.But as far as objective reality is concerned,there are still unbalanced and uncoordinated problems in the present all-round well-off society,among which,the problem of rural public service supply is more prominent.In recent years,the state attaches more and more importance to the construction and development of rural public services,and has issued many related policies and documents,aiming at improving the supply level and quality of rural public services,narrowing the gap between rural and urban public service supply,maintaining social equity and justice,and improving rural residents’ sense of gain and happiness.At present,although rural public services have made some achievements in the supply quantity and quality,there are still problems such as mismatch between supply and demand,lack of funds,and unsound supply mechanism and supervision mechanism.Therefore,it is of great significance to discuss the supply of rural public services after the building of a well-off society in an all-round way.First of all,this study takes Marxist thought of fairness and justice,Marxist view of happiness and new development concept as theoretical guidance to explore the logical coexistence between all-round well-off society and rural public service supply,which is embodied in the consistency of logical premise,central principle,development requirements,development characteristics and ultimate goal.Secondly,this study selects J Town,Baoji City,Shaanxi Province as the survey sample,obtains information about the current situation of rural public service supply through questionnaire survey,and uses SPSS to organize and analyze the obtained data and information,and finds that there are the following problems in the supply of rural public service: First,the diverse needs of villagers are not met,second,the main body of rural public service supply is single,third,the construction of rural public service talent team is weak,fourth,the supervision and evaluation mechanism of rural public service supply is not perfect;The reasons are as follows: first,insufficient funds invested in rural public services;second,conflicts of interest exist among the main bodies supplying rural public services;third,the rural conditions are not attractive enough to talents;fourth,the lack of effective "top-down" supervision and timely "bottom-up" feedback.Finally,in order to solve these problems,this study draws on the beneficial practices of domestic typical cases,and puts forward targeted solutions.First,improve the villagers’ demand-oriented supply capacity,including giving priority to providing public services with high demand,improving the rural economic development level and expanding rural public service financing channels;Second,we should strengthen the support based on diversified supply,including rationalizing the responsibilities of the government,mobilizing the enthusiasm of enterprises and social organizations,and encouraging villagers to join the supply of public services.The third is to build a talent supply mechanism aiming at high-quality development,including the construction of township government talent introduction mechanism and optimize the grassroots public service personnel salary mechanism;Fourth,we will improve the oversight system based on fairness and openness,including improving the "top-down" oversight and accountability and performance evaluation mechanisms and expanding the "bottom-up" feedback channels. |
