An Empirical Research On The Response Validity Of Local Government In Our Country Based On Mayor Mailbox Platform

The report to the 20 th National Congress of the Communist Party of China clearly calls for improving the social system of shared governance and improving the effectiveness of social governance.The rapid development of the Internet breaks the time-space restriction of the traditional media,provides a new channel for the communication and interaction between the government and the people,and thus produces a new social governance model.Under the condition of the Internet,how to smooth and standardize the expression of the masses’ demands and build the grass-roots governance platform supported by information technology has become a new topic of The Times.In accordance with the development of The Times,in order to improve the ability of urban social governance and promote the modernization of urban social governance,local governments have set up a network political inquiry platform represented by the mayor’s mailbox.The public can express their demands freely on the platform,and conduct political inquiries such as consultation,suggestions and complaints.Mayor’s mailbox is the most frequently used political inquiry platform in the city,and its appeal information can reflect the overall situation of public political inquiry in the region,as well as the logic and validity of government response of each local government.In this context,this paper takes the mayor’s mailbox appeal information of Changsha City,Chengdu City and Shanghai City as the research object.It not only uses discourse theory to analyze public appeal,but also uses the validity theory of government response to measure government response behavior,so as to explore innovative ways to improve the validity of local government response.Based on three dimensions of the validity of government response,namely,state of government response,timeliness of government response and quality of government response,this study analyzes and studies the following questions: Can local governments make universal responses to various appeals? What factors influence the government response behavior,resulting in the phenomenon of selective response?What is the average time limit for local governments to respond to claims? What factors influence the timeliness of a government response? What are the ineffective response,inefficient response and efficient response of each local government? What factors influence the emergence of "selective response" in the quality of response by local governments? What are the differences in response validity among local governments at present,and in what aspects? To what extent do the factors contribute to the difference of government response validity among local governments? After the study,it is believed that the three factors of public appeal discourse expression,topic field and political inquiry type act on the three dimensions of the validity of government response and constitute the behavioral logic of government response.In order to test the internal relationship between public demands and government responses,this study collected massive text information of mayors’ mailbox appeals of three cities,used machine learning for classification and screening,and drew the following conclusions through empirical analysis and typical case study: First,the current response status of the governments of Shanghai,Changsha and Chengdu is excellent,and they are all able to respond to public demands.The classified processing mechanism in Shanghai has effectively improved the quality of government response,while the window-style inquiry mode in Chengdu has greatly improved the timeliness and quality of government response,so the validity of government response is at the best level among the three cities.Second,public appeals with a tendency of collective action and hot topics will significantly improve the validity of government response,while appeals with a strong tendency to express negative emotions and high media attention will reduce the validity of government response.The types and topics of public appeals have a significant impact on the validity of government response.Third,local governments’ innovative political inquiry methods significantly improve the validity of government response.Repeated appeals,law-related and litigation-related political inquiry,strategic political inquiry and cooperative inertia are urgent problems to be paid attention to in improving the validity of government response.Finally,it is pointed out that network political inquiry is a kind of early warning of government effectiveness when conventional channels fail to solve the problem fundamentally,so it should be paid great attention to.Therefore,it is necessary to constantly improve the design of the network political inquiry system,continue to innovate the network political inquiry system,and simplify the network political inquiry technology,so that the mayor’s mailbox and other network interactive platforms become a platform to enhance the validity of government response.
