Research On The Problems And Countermeasures In The Operation Of The Environment And Property Management Committe

The report of the 20 th National Congress of the Communist Party of China proposed to improve the social governance system,improve the social governance system of collaboration and broad participation,and improve the effectiveness of social governance,and build a community of social governance in which everyone has a responsibility,is responsible,and enjoys.With the improvement of people’s living standards and the change of major social contradictions,the requirements for community governance are becoming higher and higher,However,there are still many problems in current community governance,which affect the promotion of community development governance to a higher level.In order to implement the deployment requirements of the central government on strengthening the grass-roots governance system and the modernization of governance capacity,strengthen and improve property management services,enhance community autonomy,and optimize the community service system,the Environment and Property Management Committee came into being.The main content of this paper is the operation of community Environment and Property Management Committee.According to the basic theories of community environment governance and property management,taking Jimo District as the main research object,this paper makes a survey and summary of the current operation mechanism of the Environment and Property Management Committee in Jimo District,discusses its problems and analyzes the reasons,and then puts forward the working ideas to improve the operation of the Environment and Property Management Committee.The Environmental and Property Management Committee in Jimo District has fully played the roles of organization,coordination,supervision,and feedback in the daily operation process,participating in community governance according to scientific and reasonable operating procedures and basis,and has achieved good work results.However,there are also some problems in the operation of the Environmental and Property Management Committee in Jimo District,such as non-standard operating procedures,imperfect institutional mechanisms,low operating efficiency,and imperfect evaluation systems,which to some extent affect the effective functioning of its functions.The main reasons are that relevant laws and regulations are not sound,the professionalism and service level of the team are insufficient,the functional positioning and subject relationship are not clear,and the evaluation system and supervision mechanism are not sound.Through comparative analysis of the practices and enlightenment of the Environment and Property Management Committees in Chengyang District,Qingdao,Haidian District,Beijing and Liangjiang New Area,Chongqing,this article summarizes and sorts out countermeasures and suggestions for improving the operation of the Environmental and Property Management Committee.This article proposes four targeted countermeasures and suggestions: improving the legal and regulatory system,strengthening work guidance,clearly positioning and streamlining the relationship between subjects,and strengthening supervision and assessment,in order to further improve the Environmental and Property Management Committee’s operating conditions in Jimo District,improve its ability and level to participate in community governance,and thereby enhance the people’s sense of fulfillment,happiness and security.
