Research On China-ASEAN Normative Cooperatio

China and ASEAN are strategic partners for peace,cooperation,and common prosperity.ASEAN is currently a priority direction for China to carry out peripheral diplomacy.It is particularly important to analyze and summarize how China and ASEAN cooperated in a standardized manner in the past for the development of future bilateral relations.Since the formal exchanges,both sides have jointly safeguarded peace in regional security,upheld tranquility in political exchanges,promoted prosperity in economic cooperation,pursued sustainable development in regional governance,and built friendship in cultural and ideological fields.Over the past three decades,China has had close exchanges with ASEAN and achieved remarkable results.As a founding member,China has participated in the ASEAN Regional Forum,jointly created the leadership meeting mechanism,participated in the East Asia Summit,signed and entered into force the Regional Comprehensive Economic Partnership(RCEP),and diversified track two diplomacy.After analyzing the many cooperative behaviors of both sides,it is concluded that the form of cooperation is through dialogue,establishing mechanisms,consensus,signing treaties,continuous dialogue,and repeating this process.The factor that allows this process to continue is norms,and China and ASEAN promote cooperation through the role of norms.Normative cooperation refers to the natural,spontaneous,and proactive cooperation of actors under the influence of norms.ASEAN establishes a multilateral cooperation framework through convening meetings,formulating systems,signing treaties,and other means to define identities and regulate behavior within the cooperation framework.At the same time,China has also spread its influence to surrounding regions with the rapid development of its political and economic strength,and has successively proposed top-level economic cooperation initiatives,global values,and global initiatives.This article focuses on the cooperation and interaction between the two sides under the influence of normative factors.Firstly,based on the definition of the nature of China ASEAN cooperation,the development process of normative cooperation is sorted out,and the establishment,practice,and deepening of China ASEAN normative cooperation,as well as the normative interaction between the two sides,are studied to explore whether normative,identity,and process factors directly or indirectly contribute to international cooperation.Secondly,analyze the role of normative factors in cooperation,summarize the development and evolution of China ASEAN normative cooperation mechanisms,from dialogue and consultation to multilateral cooperation frameworks,and then to standardize the cooperative behavior of both parties through guidance and internalization;Explore the impact of cooperation mechanisms on Political security,economic trade and normative identity.Finally,based on the development laws of normative cooperation,analyzing the path of China ASEAN cooperation,the future direction of bilateral cooperation is undoubtedly to jointly build a "China ASEAN community with a shared future".Both sides can gradually move towards a community with a shared future from the perspective of common interests.
