Research On The Supervision Mechanism Of Affordable Rental Housing

With the Party Central Committee clearly proposing to "accelerate the establishment of a housing system with multi-subject supply,multi-channel guarantee,and both rental and purchase","affordable rental housing" was officially proposed after the issuance of the Opinions of the General Office of the State Council on Accelerating the Development of Affordable Rental Housing in July 2021.In order to promote the construction and development of affordable rental housing and benefit the people,various provinces and cities have issued a series of supporting policies for affordable rental housing in recent years.However,due to the characteristics of diversified participants and complex links,there may be different types of violations in each link,which affect the final effect of the affordable rental housing policy,so it is necessary to supervise and constrain the possible violations in each link of affordable rental housing.From the perspective of the operation process of affordable rental housing,this paper clarifies the participants of affordable rental housing based on the stakeholder theory.Sort out relevant literature and regulations,summarize the violations of various stakeholders in the construction and operation process of affordable rental housing projects,invite a number of experts in relevant fields to score violations,classify violations according to supervision costs and illegal benefits,and mainly analyze violations with illegal benefits and high supervision costs.Combined with the prospect theory,these violations are mixed strategy games according to the participants,and the simulation analysis and discussion are carried out through MATLAB(2020b)software to analyze the key influencing factors that may lead to violations.Combined with the results of stability analysis and simulation analysis,the supervision mechanism of affordable rental housing is studied in accordance with the principles of information symmetry and incentive compatibility,and targeted supervision measures are proposed from three aspects: incentive mechanism,constraint mechanism and guarantee mechanism.By classifying violations,design a supervision mechanism for violations that are difficult to supervise and have illegal benefits,provide policy suggestions for the government management departments of affordable rental housing in various cities and districts,and promote the effective use of affordable rental housing resources.
