| In recent years,the level of social governance at the grassroots level has been advancing toward modernization,and the capacity of governance at the grassroots level has been significantly improved.Last year,we achieved an overall victory in the battle against poverty.In this process,the team of Chinese town cadres undoubtedly played a vital role.As the most basic first-level political power organization in China,township areas undertake not only the daily extensive social governance work,but also the implementation of the party and state policies and various tasks of the higher departments.Now under the background of the rural revitalization strategy,its task is not so heavy.However,as far as the current situation is concerned,due to its relatively backward economic and social development,the construction of the cadre team in the township area is also under great pressure.It is urgent to change the thinking of the cadre team construction and innovate the system and mechanism of the township area,so as to realize the healthy development of the cadre team construction and the social governance system and governance ability in the township area.X Town of Nanchong City faces problems such as low cultural accomplishment,imperfect social management,contradictions in rural development,and so on.It is a test for X Town and even most towns in our country to face how to combine the actual local situation to strengthen the construction of cadres and improve the social governance ability.In general,the construction of the cadre team should be made from both internal and external efforts,that is,not only to take appropriate material security and spiritual incentives to mobilize the cadre team’s internal enthusiasm,but also through the establishment of the system mechanism to constrain and standardize the cadre team’s external behavior;We should not only pay attention to the cultivation and improvement of cadres’ personal ability and quality,but also realize the reform of system and mechanism to release the working vitality of cadres.Therefore,X Town strengthens and improves the ability and consciousness of cadres to fulfill their duties by expanding recruitment of the team,giving full play to the role of assessment,supervision and warning through channels,strengthening the education and training of cadres,focusing on organization and leadership,and consolidating target responsibility.However,problems such as unreasonable age structure,lack of stability and lack of professional ability still exist in the process of cadre team construction.Through the investigation and analysis of the problems related to the construction of the cadre team in X Town,the author begins to study the countermeasures of strengthening the construction of the cadre team from five aspects,including improving the selection and employment mechanism of the cadre team,improving education and training,exercising strict management and loving both ways to mobilize the enthusiasm of the cadre team in the township,continuing to deepen the reform of the township management system,and Cadres should actively change the concept of carrying out their work. |
