Multidimensional Dilemma And Relief Of China’s Government Green Procurement Under The Vision Of Carbon Neutrality

To accelerate the green transformation of development methods and promote the formation of green and low-carbon production and lifestyle,it is inevitable to rely on national economic macroeconomic regulation.As an important means of national economic macroeconomic regulation,government procurement has a significant impact on green development.Based on the requirements of actively and steadily promoting carbon peak carbon neutrality proposed by the "The 20 th National Congress of the CPC",this paper describes how to improve the legal system of green procurement of our government from the following four parts:The first part analyzes the basic theory of government green procurement.Specifically,it includes summarizing and elaborating on the concept and characteristics of government green procurement,proving the legitimacy of integrating the "dual carbon" goal into government green procurement,understanding the close relationship between "dual carbon" and government green procurement,and summarizing the theoretical basis of government green procurement;The second part summarizes the current situation and existing problems of government green procurement in China.Firstly,by integrating the current legal system and specific implementation status of China’s government green procurement,it is concluded that there are problems in the legal system,administrative law enforcement,and supporting measures of China’s government green procurement.The third part examines and draws inspiration from the green procurement system of foreign governments.By examining the specific content of government green procurement systems in the United States,Japan,EU countries and regions,this study provides valuable practical experience for China’s government green procurement in terms of regulatory system,administrative enforcement,and supporting measures.The fourth part provides solutions to the multidimensional difficulties in China’s government green procurement.In terms of regulatory system,it is necessary to improve government green procurement laws and regulations,expand government green procurement entities,and improve government green procurement lists and standards;In terms of administrative law enforcement,it is necessary to deepen the awareness of government green procurement to support the "dual carbon" goal,improve the government green procurement budget mechanism,and establish a specialized management agency for green procurement;In terms of supporting measures,it is necessary to improve the government’s green procurement supervision mechanism and improve the government’s green procurement performance evaluation system.
