Research On The Improvement Of Emergency Rescue Operation Effectiveness Of Fire And Rescue Force In G Province

In the context of global warming,the frequency of extreme weather and climate events in our country has become the norm,coupled with new technologies,new industries and new business models bring new risks,the public safety situation is not optimistic,disaster mitigation and disaster relief capacity building have become a long-term research topic in recent years.As the effectiveness of emergency rescue operations has been one of the decisive factors of the government’s disaster relief capability,how to quickly find its shortcomings,comply with the bottom-line,so as to further take due comprehensive measures to better enhance the effectiveness of emergency rescue operations is increasingly becoming the focus of close attention of society.Therefore,this thesis takes "Management Effectiveness Theory" as the analysis tool,applies the bottom-line thinking as the principle,adopts literature research method,case study method,interview research method and other research methods to study the emergency rescue operational effectiveness of Fire and Rescue Force in G province as research objects,and studies the operational effectiveness of Fire and Rescue Force so to improve the problem.First,the rescue operation of the Fire and Rescue Force in G province participated in the "3-21" Aircraft Flight Accident was described.Then the rescue operational effectiveness is analyzed in the five aspects,such as decision making,operation,command,logistics,and coordination,and then combined with the author’s own grasp,data review,and visits and interviews,revealing the problems of the current rescue operational effectiveness of Fire and Rescue Force of G province,which are the weak implementation in intelligence collection and command order,the wide gap between operation capacity and task needs,the lagging of commander ability development,the lack of emergency logistic system and backup goods and materials,the insufficiency of synergy and coordination inside and beyond the Fire and Rescue Force.Afterwards,the causes of these problems are analyzed in four aspects,such as hollow command center function,poor talent cultivation,marginalized logistic system,inadequate synergy and coordination.On this basis,countermeasure suggestions are proposed to build a strong command and dispatch center,forge a strong professional team,enhance logistic capacity,and create a multifaceted synergy and coordination system,in order to seek an effective path to enhance the rescue operational effectiveness of Fire and Rescue Force in emergency responding,verify the feasibility and innovative value of using a bottom-line thinking approach in rescue-related research,and provide a positive and effective basis for further consolidating the government’s disaster mitigation and relief capabilities.
