| At present,China ’s agriculture has entered a new historical period and is also facing a new topic.In the future,China will carry out agricultural policy reform and system improvement.One of the main directions is to promote agricultural supply-side structural reform and improve agricultural comprehensive benefits and competitiveness.At the same time,since the reform and opening up,the price management system and price system of agricultural products have undergone a fundamental change.With the promotion of a new round of government institutional reform after the 18 th National Congress of the Communist Party of China and the further deepening of marketization under the conditions of socialist market economy,the price management function of the original price department has been re-deconstructed.The supervision of the price department on micro-practice has been further reduced,and the functions of the institution need to be further redefined.How to reposition the functional objectives of the price department in the price management of agricultural products,further clarify the trend and tasks of the functional transformation of the relevant departments of agricultural product price management,smooth the inter-departmental operation mechanism,and enhance the driving force of agricultural structural reform are the contents to be discussed in this paper.This paper expounds the basic content,mechanism and evolution characteristics of price management function by tracing the historical evolution of Guangxi sugarcane price policy,the reform of price management institution and the implementation process of sugarcane price management.Based on the theory of the transformation of government functions,this paper analyzes the supply-side contradictions faced by Guangxi sugarcane industry by means of literature research and field research,and expounds how to resolve the contradictions by price management function.After investigation and interview,the author believes that in the transformation of sugarcane price management function of Guangxi local government,there are some problems,such as fuzzy role positioning of price management function,insufficient support for agricultural reform,insufficient reform of mechanism system and insufficient environmental support.The reason is that the construction of coordinated development system at the national level is not perfect,there are difficulties in the price management mechanism of local government,and there is a game between the traditional ideas of government,enterprises and farmers and modern governance concepts at the social level.On the basis of referring to the experience of international agricultural price regulation,this study believes that the role of the government should be re-positioned,the functional content should be re-adjusted,the institutional arrangements should be re-strengthened,and the environment should be re-optimized to optimize the local government ’s sugarcane price management to further deepen the agricultural supply-side reform. |
