Study On Government Regulation Of Onlneride-hailin Gin Liuzhou From The Context Of Supply Side Reform

Under the context of"Internet +",changing the traditional economic form,the online ride-hailing services boomed in China.On the one hand,the social idle vehicle resources were integrated and utilized by the online ride-hailing services.On the other hand,in the initial stage of the explosive growth of online ride-hailing services,under the great impact of the rapid development of online ride-hailing services,mass incidents such as strike and protest by taxi drivers had appeared in many cities across the country,which had affected social stability.At the same time,passenger safety problems had occurred from time to time,so the services had been questioned by many people.On Jul.28th,2016,at the central level,it is precisely the promulgation of documents,which gave the legal status of online ride-hailing,and also clearly included online ride-hailing into the management scope of taxi.On Dec.29th,2017,t Liuzhou Municipal Government published local policy of online ride-hailing.By analyzing the non-standard problems in the online ride-hailing in Liuzhou city,this paper investigated and understood the demand and supply of government regulations on online ride-hailing in Liuzhou city.The main problems of the government regulation of online ride-hailing in Liuzhoucity were as follows:First,consumers’ demand.Consumers’lack of concern about the legal qualification of online ride-hailing was contradictory to their concerns about safety,resulting in high usage of illegal online ride-hailing but frequent problems.Second,the government regulates the supply side.Regulations on market access for ride-hailing services were too strict.Strict market access resulted in the increase of prices.However,inadequate supervision and law enforcement resulted in poor service quality.Third,government regulations of online ride-hailing were strict,which made the reduced number of online ride-hailing vehicles unable to meet the diversified travel needs of consumers,the conflict of interests between online ride-hailing and cruise taxi unsolvable,and the government role of online ride-hailing supervision deviates from the offside,the absence and the dislocation.By drawing lessons from the practices and experience of establishing transportation network companies in California of the United States and the complete market-oriented operation in Singapore,this paper gives some enlightenment to the improvement of government regulation policies on online ride-hailing in China.By analyzing and combining Liuzhou’s actual government regulations on online ride-hailing,five Suggestions were put forward in this paper.First,the supply of government regulations on online ride-hailing should be consumer-oriented.The second is to define the government position and strengthen the legislative guarantee.Third,we should rationally optimize market access regulations and optimize resource allocation.Fourth,implement industry supervision and law enforcement to improve service quality;Fifth,the establishment of"Internet+cruise"traffic new and old forms of coexistence system.
