Lenin’s National Governance Thought And Its Contemporary Values

State governance is an enduring proposition that links the past,reality and future,and is a topic of great interest to the academic community.As the first leader of the Union of Soviet Socialist States,Lenin transformed the Communist Party of the Soviet Union from a revolutionary party to a ruling party and Russia from a democratic republic to a dictatorship of the proletariat,which was a historic leap from the ideal to the reality of scientific socialism.The creation of socialist Soviet Russia ushered in a new era of human society.Faced with a huge new socialist state,state governance became the primary task of Lenin’s leadership of the Soviet Communist Party.Lenin led the Soviet people in a series of theoretical explorations and governance practices on state politics,economy,culture,society and ecology,and finally formed a scientific system of socialist state governance,which enriched the Marxist idea of state governance in theory and opened up a new situation of socialist governance in practice.This paper focuses on the classical texts and practical behaviors of Lenin’s state governance ideology,with a view to understanding Lenin’s state governance ideology systematically and comprehensively and expounding its guiding significance to the modernization of socialist state governance.After combing through the relevant studies on Lenin’s thought of state governance in domestic and foreign academia,it is easy to find that the study of Lenin’s thought of state governance is a new growth point for the modernization of state governance,and numerous scholars have mined the experience and inspiration of state governance modernization from it.At present,the general goal of China’s comprehensive deepening reform: to improve and develop the system of socialism with Chinese characteristics and modernize China’s system and capacity for governance,has been established.In the new era of learning and developing Lenin’s thought of state governance,it is inevitable to return to Lenin itself,to the power of truth mining in Lenin’s thought of state governance itself.The body of this paper covers three parts: formation and development,main contents,and contemporary values.The first part discusses the formation and development of Lenin’s thought on state governance,and describes the formation and development process of Lenin’s thought on state governance from two aspects:theoretical foundation and historical trajectory.Marx and Engels’ view of the state was the main source of Lenin’s thought on state governance,and Lenin deepened the theory of the emergence,essence,extinction and dictatorship of the proletariat by Mann,which laid a solid theoretical foundation for Lenin’s exploration of state governance on the basis of a correct understanding of the essence of Soviet Russia.The second part elaborates the main contents of Lenin’s thought on state governance.Political,economic,social,cultural and ecological,which Lenin explored fruitfully and created a valuable governance practice.Political governance creates the realistic direction of socialist democracy;economic governance explores the initial combination of market and planning;cultural governance incorporates national and contemporary characteristics;social governance focuses on the practice of fair and equal governance;ecological governance exposes the paradox of ecological harmony and capital for profit.The third part reveals the historical contribution and contemporary value of Lenin’s thought on state governance.From the perspective of the overall process of socialist state governance,Lenin’s exploration of state governance has created a new coordinate of socialist state governance and explored a path of governance for a large country with backward economy and culture.From the perspective of the development of socialism,Lenin’s exploration of governance has profoundly influenced the development of socialism,not only advancing the emergence of the socialist state as conceived by Mann,but also providing a model of trial and error for the development of socialism in the world.In the field of state governance,it has inspired contemporary China to improve the overall layout of "five in one" and promote the modernization of governance.Lenin’s exploration of governance was suspended with Lenin’s death,which to a certain extent delayed the modernization process of Soviet state governance,while the real continuation of the process of socialist state governance is socialist China under the leadership of the Communist Party of China.Therefore,the Chinese Communists insist on the inheritance and development of Lenin’s experience,principles and methods of state governance exploration,and integrate them into the practice of socialist governance with Chinese characteristics,which is the contemporary innovation of the socialist doctrine of state governance.
