Research On The Countermeasures To Alleviate The Contradiction Of Financial Revenue And Expenditure In N City Economic Development Zone

As the reduction of fiscal revenue and significant increase in fiscal expenditure by local governments become increasingly evident,the contradiction between fiscal revenue and expenditure has become increasingly prominent,and "quasi first level governments" such as economic development zones are also facing such problems.Due to factors such as an imperfect system,the carrying capacity of economic development zones is limited,and the industrial advantages they can rely on are no longer obvious.The contradiction between fiscal revenue and expenditure in economic development zones is becoming more prominent.Based on this,a series of measures such as deepening fiscal system reform have been proposed.At present,with the accumulation of time,the problem of financial revenue and expenditure contradiction in N City Economic Development Zone is becoming increasingly prominent.Although government departments emphasize the need to live a "tight life" and try to alleviate the problem of revenue and expenditure contradiction by reducing financial expenditure,the effect is very small.At the same time,due to the characteristic of "land finance",the effect of increasing fiscal revenue has not yet been reflected.Therefore,how to alleviate the contradiction between financial revenue and expenditure in economic development zones has become urgent.Based on this,this article explores and studies the fiscal revenue and expenditure situation of N City Economic Development Zone from 2013 to 2021.Based on the theory of fiscal decentralization and fiscal revenue and expenditure balance,and using research methods such as literature research,statistical analysis,and interview,the research ideas are clarified,the research technology route is determined,and the operational status,problems,reasons,and countermeasures of N City Economic Development Zone fiscal revenue and expenditure are analyzed.The results of this paper show that during the period from 2013 to 2021,the growth of fiscal revenue in the economic development zone of n city gradually slowed down,the proportion of tax revenue decreased significantly,and the quality of revenue was not high;Mainly relying on "land finance",the financial revenue has insufficient hematopoietic function;People’s livelihood and other rigid expenditures account for a large proportion,and science and technology expenditures lag behind other expenditures,hindering regional development.Therefore,it is necessary to clarify the relationship between power and responsibility,optimize the structure of fiscal revenue,adjust the direction of fiscal expenditure,promote the reform of budget management system,strengthen budget performance management,strengthen financial supervision and inspection,and take multiple measures to promote the balance of fiscal revenue and expenditure,Fully support development and construction,consolidate financial and tax sources,so as to further promote the high-quality development of economic development zones.
