The implementation of the household contract responsibility system has resulted in the serious fragmentation of rural land in China,and the majority of agricultural land is cultivated by small-scale farmers,which seriously restricts the development of agricultural modernization in China’s rural areas and the increase of farmers’ agricultural economic income.At the same time,due to the rapid development of China’s urbanization process in recent years,a large number of rural labor force flows to the cities,and agricultural land is seriously fragmented and faced with the phenomenon of abandoned farmland caused by labor shortage,which threatens China’s food security.Developing appropriate scale management of agricultural land can improve agricultural production efficiency and ensure food production security,which is the basis for sustainable development in many developing countries.China is one of the major developing countries.Developing moderate scale management of agricultural land is also the basis for China to achieve sustainable development,and is an important issue in promoting rural revitalization and thus realizing rural agricultural modernization.Under the background of self-governance in China’s rural areas,it is an issue worth further exploration to promote the moderate development of large-scale management of agricultural land by relying on farmers’ collective actions and grassroots organizations’ self-governance.Large-scale management of agricultural land is not only the result of agricultural land management,but also the management process of different agricultural management subjects,whose essence is the division of labor and cooperation of different agricultural management subjects in the process of land management.From the perspective of system,the process of division of labor and cooperation is the process of collective action.Through the collation and analysis of relevant literature,combined with field research,it is found that collective action can promote the development of large-scale management of agricultural land by reducing transaction costs,promoting the diffusion of agricultural science and technology,and realizing the effective operation of village public affairs.First of all,this paper summarizes the domestic and foreign research on the large-scale management of agricultural land and collective action.Second,it makes a theoretical analysis on the three mechanisms of collective action to promote the development of large-scale management of agricultural land.Third,using the STATE software and the survey data of 212 villages in 14 provinces across the country,it carries out an empirical verification on the promotion of collective action to the large-scale management of agricultural land.Finally,through the actual case of Dezhou City in Shandong Province,the three mechanisms are expounded again,and finally the main research conclusions of this paper are drawn:(1)The empirical results show that a good village collective action level can significantly promote the development of the scale management of agricultural land,and significantly promote the land transfer and land trusteeship,two types of scale management of agricultural land.That is to say,the level of collective action in a village will affect the scale management and development of agricultural land in the village.The stronger the collective action level is,the better the scale management of agricultural land will be.(2)The results of actual case analysis show that,under the results of grassroots organizations and villagers’ self-governance,collective actions promote the moderate development of large-scale agricultural land management by reducing the transaction costs of various agricultural management subjects in the process of agricultural operation,promoting the diffusion of agricultural science and technology,and realizing the effective operation of village public affairs.
