Government purchasing social organization services has become one of the important ways of public service supply.However,there is little research on government purchasing services in underdeveloped areas.This article focuses on Y organization,a public organization in D County,Guangxi that achieved poverty alleviation in 2020.It analyzes and studies the action logic of Y organization’s participation in government purchasing services,supplementing research materials for the practice of government purchasing services and the development level of social organizations in underdeveloped areas.Based on Resource Dependency Theory and New Institutionalism Theory,this article uses the resource dependency degree function constructed by domestic scholars according to resource dependency theory,combined with enterprise resource analysis and PEST model,to build a dependency degree analysis framework.It analyzes the degree of social organization’s dependence on government resources in different development stages,and interprets its action logic in participating in government purchasing services.According to different degrees of dependence,the interaction strategy between Y organization and the government is divided into three stages: passive acceptance at low dependency,proactive engagement at medium dependency,and "chasing" projects at high dependency.The study found that the degree of social organization’s dependence on government resources will change with the changing environment and their own conditions,and the higher the degree of dependence,the more likely it is to trigger strategic action of social organizations.Behind the strategic actions are some issues worth noting,such as the target alienation of project implementation under resource pressure,the sustainability problem of social organization development due to multiple resource dilemmas,and the homogenization problem of public services caused by Organizational constraints.Therefore,this study proposes corresponding optimization suggestions for the actions of social organizations: first,increase the existence of resources in underdeveloped areas to ease resource pressure;second,social organizations should create core competitive resources to enhance resource acquisition ability;third,social organizations should broaden resource channels to alleviate asymmetric dependence on the government;fourth,strengthen the top-level design and flexibility of Organizational implementation to avoid service homogenization issues.Through this research,it is hoped to improve the quality and efficiency of government purchasing services in underdeveloped areas,promote the sustainable development of social organizations,and construct a positive interaction between government and society,thereby improving the level of public service supply in underdeveloped areas. |
