| To develop programs for the disabled is an important measure to enhance the progress and civilization of the society,and it is an important link for the disabled to jointly build and share a high-level well-off society in all respects and move toward common prosperity.According to the 14 th Five-year Plan for the Protection and Development of Persons with Disabilities,China will continue to adhere to the peoplecentered principle,improve the care and service system for persons with disabilities,and improve the quality of public services such as rehabilitation,education,culture and sports for persons with disabilities.In particular,we need to strengthen the capacity of the community to provide services for persons with disabilities.We need to adopt such methods as building public-private partnership and government’s purchasing healthcare service,accelerate the development of social organizations and enterprises that support and assist persons with disabilities,attract social forces and market entities to participate in services for persons with disabilities,and meet their needs for a diversified and multi-level quality of life.Recently,the government of Beijing stands first in the purchase of disability assistance services in China,exploring three purchase modes of targeted entrusting,project application and minimally invasive investment.Among them,targeted purchase accounts for a large proportion,which has accumulated more practical experience for the promotion of Beijing municipal government’s purchase of disability services.One side,the implementation of targeted purchase on a large scale reflects the trend of socialized cooperative supply of disability services;on the other hand,it provides policy resources and legal space for China’s social organizations to integrate into the social governance system.In Beijing xicheng district assistive project of the main ways to buy-orientation class purchase as an example,based on the directional class 10 social organizations to undertake assistive service practice of deconstruction,the 10 assistive questionnaire,social organization of the project team members for part of their(family)and the disabled persons’ federation staff in-depth interviews,This paper reveals the action logic of social organizations for the disabled embedding in the targeted purchase service system,and finds that they have the action dilemma of weak project undertaking capacity,which is manifested as "unclear organizational role positioning,limited development capacity and insufficient service capacity",which hinders the effect of targeted purchase.Factor analysis is then used to explore the key factors affecting the capacity of social organizations to undertake projects.Thus,guided by the theory of embedded,social organization undertake the optimization strategy of government purchase of assistive services,through perfect the institutional environment,innovation development appraisal,strengthening competence building,promote interaction trust relationship,to improve the structure of the embedded assistive social organization,function inserts,the concept of embedded system,so as to enhance the capacity of assistive projects to undertake social organization We will strengthen governmentsocial cooperation in purchasing services for the disabled,and ensure that the disabled have a greater sense of benefit from the modernization of municipal governance. |
