Research On Government Purchasing Public Services In The Field Of Urban Management

With the development of economy and society and the improvement of people’s living standards,the provision of public services in the field of urban management is facing great challenges.The traditional single government directly provides urban management public services that can no longer meet the needs of citizens and urban development.As a new policy means,the purchase of public services by the government in the field of urban management is in a rapid development stage.In the context of the transformation of government functions,continuously promoting the government’s purchase of public services in the field of urban management has become an important direction to create a service-oriented government and effectively solve urban management problems.Based on the current research situation that the research angle of government purchase of public services in the field of urban management in China is mostly a single industry and empirical research is insufficient,this paper takes District B of T City as an example to carry out relevant research and Discussion on government purchase of public services in the field of urban management.Under the guidance of the new public service theory and the principal-agent theory,this paper adopts the case study method,interview survey method and comparative research method to sort out the current situation of purchasing public services in the field of urban management in District B of T city.Through the analysis of three representative projects,namely,the integrated sanitation project,the collaborative treatment project of domestic garbage and kitchen garbage,and the landscaping and supporting facilities project,Explore the commonness and characteristics of public service items purchased by the government in the field of urban management in District B of T City.By using SWOT analysis,it is found that under the background of comprehensively deepening the reform,government procurement of public services in the field of urban management in District B of T city has great development opportunities in policy,market and digital technology.The implementation of government procurement of public services makes public services in the field of urban management in District B of T city have the advantages of high service level,high operation efficiency,flexible capital utilization and strong market power.But at the same time,there are also some problems,such as the complexity of the entrustment process,the hesitation of the agent’s investment,the passivity of the agent’s work,and the great management pressure on both parties.It also faces risks from policies and laws,market finance,social stability and information environment.This paper puts forward four development strategies through SWOT analysis matrix,and summarizes and refines four development dimensions.On this basis,combined with advanced experience at home and abroad,it innovatively constructs the optimization path model of government purchase of public services in the field of urban management.Taking the people as the center and building a service-oriented government as the guidance,this paper clarifies the dual principal-agent relationship and responsibility in the purchase of public services in the field of urban management,from the perspective of system construction,operation mechanism The four dimensions of management platform and democratic participation in politics establish and improve the incentive and restraint mechanism for the government to purchase public services in the field of urban management.And put forward the development strategy of "Four Grasping and Four Building" : create a good institutional environment with top-level design as the starting point;build an effective operating mechanism with government enterprise cooperation as the starting point;build an information management platform with digital economy as the starting point;build a new ecological environment of democratic participation with public participation as the starting point.By constructing the optimum path of government purchase of public services the city management field model,the government purchase of public services in the field of development for urban management path optimization,to further improve T city B district urban management domain purchase of public services at the same time,and in other parts of the present stage domestic urban developments in the field of public service management provide certain reference and enlightenment.
