Public services is the carrier of the public interest which satisfies public demands and achieves public interests. Since the 1990s, China has begun to market the public services by taking the experience of western countries as reference. However, every kind of system arrangement has both advantage and disadvantage. The public services marketization faces many kinds of risk. The main risks during the reform are institutional risk, market risk and moral risk. These risks will hinder the marketization process and distort the purpose of it. Thus the potential risks of the marketization process must not be overlooked. The risk analysis on the marketization of public services is not intend to oppose the reform, but to make it more smooth, more conducive to the public. Since the academic study on marketization of public services is still in initial stage and no integrated theoretical system has been formed , the study of this dissertation has great theoretical and practical value.The government must take his responsibility to control the risks of the marketization, build an integrated market mechanism and find powerful strategies to achieve the target of the marketization of the public services. This dissertation considers that the marketization of public services should be limited market and guided by the principle of Chinese characteristics, people oriented, fair, community, government responsibility reunification.
