| At present,the construction of service-oriented government is a key to our country’s institutional reform,and the transformation of service-oriented government can not be separated from a team of talents who are good at performing the role of service providers.It is the mission and responsibility of the civil servants at the grass-roots level to realize the public interest as the public service spirit of personal value.How to make the street civil servants show more altruistic organizational citizenship behavior and realize the optimization of service is the key to the current reform.After sorting out the relevant studies at home and abroad,the work values,intra-organizational trust scale and the localized and situational organizational citizenship behavior and public service motivation scale were adopted.On the basis of existing research,this paper regards work values as independent variable,organizational citizenship behavior as dependent variable,public service motivation as intermediary variable,and trust in organization as moderator variable,to carry out the impact of the path analysis between the four.A questionnaire survey was conducted among a random sample of 330 civil servants on the streets of the city,followed by factor analysis,descriptive statistical analysis,analysis of variance,and multiple Regression analysis analysis,the results show that work values have a direct impact on OCB,and public service motivation plays a completely mediating effect between them,intra-organizational trust positively moderates the positive correlation between public service motivation and work values.In view of the above-mentioned analysis results and the information and data obtained from the research,aiming at how to promote more out-of-role organizational citizenship behavior,and then enhance organizational performance,this study puts forward six countermeasures and suggestions to the civil servants in the streets of Tianjin in the aspects of culture,organization,examination and training,salary and promotion,and management,so as to stimulate their work enthusiasm and creative thinking,it drives civil servants’ organizational citizenship behavior and improves government performance. |
