Exploration On The Reform Path Of Police Mode Of Police Station

As the dispatched agency,grass-roots organization and front-line comprehensive fighting entity of the public security organization,the police station is at the forefront of combating illegal crimes and protecting the people.The quality and effectiveness of its police activities are related to the evaluation and recognition of the public security.The reform of grass-roots police is a top priority task of police-reform.With the increasingly severe and complex social security situation,the duties and tasks undertaken by the police stations are increasingly heavy,and the intensity and difficulty of grass-roots law enforcement are also gradually increasing,resulting in the traditional police mode gradually unable to meet the changes of social security needs,so it is urgent to explore the reform path of the new police mode.With the development of the fifth police reform,the research and development of police reform tends to the development trend of socialized collaborative governance of police,and the current problems perplexing grass-roots police can be solved through diversified and effective collaborative governance.Through a series of reforms,it is the main topic of police reform to further standardize the duties,missions,management concepts and operation modes of public security organizations,so as to promote Chinese police reform to advance towards intelligent policing,standardized law enforcement,standardized security and police teams,to achieve the reform vision of improving the efficiency of China’s police work,the satisfaction of the masses and the overall great improvement of the public security environment.To realize the expectations of the Party and the state for the public security organizations to "base a solid foundation,less accidents happened,peaceful public security,and the satisfaction of the Party and the People".The exploration and Research on police reform has been upgraded and iterated with the changes of social development and people’s public security needs,and the academic circles have never stopped their internal theoretical construction and practical application research.This paper focuses on the practical research on the collaborative governance of grass-roots police mode,takes the grass-roots police mode of T City as the research object,takes the current police mode of police station as the research sample,and carries out the relevant research on the reform path of grass-roots police through solid research and combined with personal grass-roots police work experience.On the basis of combing the development context of police reform,combined with the theory of collaborative governance,this paper disassembles and analyzes the three aspects of police activities,police organization settings and police processes in the grass-roots police model,discusses the problems that appear in the actual operation,and summarizes four major constraints,such as system,information,security and talent constraints.In view of the problems and constraints,it proposes to take the overall goal of the comprehensive reform of the Ministry of public security as the direction,Based on the characteristics of grassroots management in T City,this paper innovatively puts forward the "1+2+N+3" collaborative governance framework of grassroots police mode,that is,one guidance,two principles,expanding numerous governance subjects and three reform paths,and puts forward specific countermeasures and suggestions from the aspects of police activities,police organization settings and police processes.Focus on the actual combat of serving grassroots police activities,focus on solving practical problems,and explore the path of grassroots police reform to adapt to the development of T city.
