T City Development Zone is an important platform for China’s open economy,an important fulcrum for the coordinated development of Beijing Tianjin Hebei and the "the Belt and Road" initiative.Its future development is not only related to the improvement of economic indicators and people’s happiness index in the region,but also directly affects the economic development of T City and even the whole country.Especially under the background of digital government construction,how to deal with the unprecedented changes in a century,how to better carry out capacity building,and how to continuously improve the comprehensive quality and governance ability of cadres have become a realistic problem that the development zone has to face.It is of great significance to carry out research on the competency of middle-level cadres in the development zone for cultivating outstanding cadres and improving the overall performance.Compared with foreign countries,the research on the competency of party and government leading cadres in China is still insufficient.This paper,through the research on the competency of middle-level cadres in the development zone of T City,finds the combination of human resources and the theory and practice in the research,which has certain theoretical value and reference significance for further research on the construction of the cadre team in the development zone and the promotion of the comprehensive ability of cadres.This paper takes competency research as the theoretical framework and combines the background of digital government construction to research the competency factors and characteristics of middle-level cadres in development zones.First of all,through the use of literature research,we collected the competence vocabulary of middle-level cadres in T City Development Zone.Secondly,based on the competency vocabulary obtained,a vocabulary questionnaire was developed and a survey was carried out.Through data analysis,a competency model for middle-level cadres in T City Development Zone with 4 dimensions and 25 competencies,including "ability to perform duties" and "political quality",was finally constructed.Thirdly,based on the competency model,the competency scale of middle-level cadres in T City Development Zone is developed,and empirical research is conducted to investigate the competency level of middle-level cadres in T City Development Zone.Finally,according to the questionnaire results,we summarize the deficiencies and analyze the reasons,and propose targeted optimization suggestions in four aspects:personnel selection,training program design,performance appraisal,and digital government construction.This paper extracts the competency characteristics of middle-level cadres in the development zone by combining the implementation of the digital China strategy,establishes the competency model of middle-level cadres in the development zone,enriches the theoretical research on the competency of cadres in the development zone under the background of digital government,and provides a new perspective and new content for the theoretical research on the competency of middle-level cadres in the development zone.Based on the characteristics of the middle-level cadres in the development zone,the measurement of key competency indicators has certain reference significance for talent selection and appointment,training program formulation,etc.Through the continuous updating and application of the competency model,the personal level of the middle-level cadres in T City has been constantly improved,and the cadre team has been continuously optimized to better meet the needs of the economic development of the development zone.
