Research On The Functions Of Grassroots Government In Rural Endowment Security In Inner Mongolia

According to the data of the seventh national census,China’s population is aging more and more,especially in rural areas,where the degree of aging is more prominent,and the work of rural old-age security needs to be carried out in depth.With the gradual improvement of rural economic development level,the demand for old-age service in rural areas is gradually diversified,which puts forward higher requirements for government functions.As the main provider of public products in rural areas,the government should actively play the functions of policy support,propaganda guidance,fund supply,supervision and management,and organize and guide the participation of social forces to enhance the quality of rural retirement supports.This paper takes rural old-age security in Inner Mongolia Autonomous Region as the research object,and uses the population aging measurement formula to arrive at three regions in Inner Mongolia with deeper population aging,namely Ulanqab City,Bayannur City,and Chifeng City.On this basis,questionnaires and interviews were conducted in these three regions from the perspectives of the participants in the elderly care,the workers in the service institutions,and the personnel of the functional departments of the grassroots government to analyze the current situation of the governmental function of the rural elderly security in Inner Mongolia.The results of the study show that there are problems of inadequate policy implementation and propaganda,insufficient supply of financial resources,insufficient supervision and management,and insufficient organization and guidance for social forces to participate in rural social security.The main reasons for the inadequate performance of the grassroots government in rural social security are the weak policy support of the grassroots government,the lack of financial support for the exercise of grassroots government functions,the lack of supervision and evaluation of the exercise of grassroots government functions,and the lack of ideological awareness of the exercise of grassroots government functions.According to the existing problems and their causes,in improving the policy support function of the grassroots government,it is necessary to improve the policy of rural old-age security and clarify the responsibilities of government departments for policy implementation;in strengthening the publicity and service function of the grassroots government,it is necessary to improve the service awareness of the grassroots government staff and optimize the policy publicity methods;in implementing the financial support function of the grassroots government,it is necessary to improve the financial support policy and improve the financial fund In improving the supervision and evaluation function of the grassroots government,it is necessary to build a government-led supervision system and introduce social and industrial supervision;in improving the organizational guidance function of the grassroots government,it is necessary to increase the cultivation of social forces and build a professional elderly service team.
