Study On Improving The Business Environment For Small And Micro Enterprises In Baotou

The business environment is the cultivation soil for the survival and development of enterprises.So optimize the business environment is an important means to enhance the vitality of market entities and promote high-quality economic development.With the rapid economic development in recent years,more and more small and micro enterprises have sprung up,making valuable contributions to tax revenue in their regions,helping the government solve employment problems,and promoting local innovation and entrepreneurship.In recent years,due to the repeated impact of the COVID-19,a large number of small and micro enterprises have intermittently stopped work and production,with huge burden pressure,and at the same time facing the embarrassing situation of double loss of talents and customers,resulting in many small and micro enterprises facing difficulties and even bankruptcy.Therefore,accelerating the recovery of small and micro enterprises in the post-pandemic era is a key link to recover and promote economic development,so it is more important for the government to optimize the business environment for small and micro enterprises.Taking Baotou City as an example,this thesis is based on the new public service theory,government intervention theory,stakeholder theory.By means of a satisfaction questionnaire,investigate the business environment of small and micro enterprises in Baotou City,and conduct an overall evaluation of the business environment of small and micro enterprises in Baotou from four aspects: government affairs environment,market environment,financial environment and social environment.Summarize the main problems in the business environment of small and micro enterprises in Baotou City and then deeply analyze the causes,and finally put forward countermeasures and suggestions for reference by drawing on the experience of advanced regions at home and abroad.Through investigation and analysis,it can be seen that although the Baotou municipal government has launched a series of policies to support small and micro enterprises,there are still problems such as the bad attitude of the government department,the lack of service awareness,the weak support for the market environment of small and micro enterprises,the lack of financial tax policies for small and micro enterprises,and the shortage of talents.The main reasons for these deficiencies are the lack of relevant institutional constraints of government service personnel,resulting in a lack of service awareness and attitude,an incomplete market supervision system,insufficient government support for small and micro enterprises in financial policies,and unattractive talent introduction policies.Finally,the article puts forward the main measures to optimize the business environment for small and micro enterprises in Baotou:the government should strengthen its own construction and improve the degree of policy implementation;Standardize market supervision behavior and establish a long-term credit supervision mechanism;Optimize the financial environment for small and micro enterprises and improve financial support for small and micro enterprises;Optimize the talent introduction system and build a talent introduction and training platform.It is hoped that through the research of this thesis,it can provide countermeasures and suggestions for the construction of business environment for small and micro enterprises in Baotou.
