Research On The Optimization Of Government Functions In Suzhou Gusu District In The Development Of Cross-border E-Commerce

The development of the Internet has brought mankind into a new era.In recent years,e-commerce and the Internet of Things have developed rapidly,while cross-border e-commerce has gradually become the mainstream of the global market.As one of the important markets for cross-border e-commerce,China’s e-commerce transaction volume reached 10 trillion yuan in 2013,surpassing the United States for the first time to become the world’s largest e-commerce country.However,in the face of domestic market saturation,weak global economic recovery,trade protectionism,the impact of COVID-19 pandemic and other issues,cross-border e-commerce also faces many challenges.Therefore,in order to cope with such a volatile and complex domestic and international situation,many domestic traditional industries have gradually turned to new forms of trade and actively explored international markets.In the development of cross-border e-commerce in China,in addition to the innovation of enterprises,government support is also indispensable.From the national level,which supports the application of new technologies and tools in foreign trade development,to local governments,which issue supporting policies and measures,the role of government departments has also changed.In this context,the role of local governments is particularly important.As a developed economic region in the Yangtze River Delta with an advantageous geographical location,convenient transportation,a booming manufacturing industry and a free trade zone,Gusu Distrct in Suzhou City,Jiangsu Province,is at the forefront of cross-border e-commerce development in the country.However,compared with some domestic and foreign regions that have developed in cross-border e-commerce,there is still a certain gap in the development of the area.Therefore,the role of the government in the development of cross-border e-commerce in this area is worth exploring.Based on the actual situation of Gusu Distrct,Suzhou City,Jiangsu Province,this article analyzes the advantages,characteristics and current situation of the park in the development of cross-border trade in detail,explores the government’s work achievements and problems in the development of cross-border e-commerce,compares and analyzes the government functions of other domestic and overseas regions that have developed cross-border e-commerce,and summarizes feasible suggestions for grassroots governments to fulfill their responsibilities in the development of cross-border e-commerce industry.First of all,this article takes the actual situation of Gusu District,Suzhou City as the starting point,analyzes the status quo of the cross-border e-commerce industry in this area,and tries to evaluate the status quo of the implementation of government functions.At the level of supervisory functions,local government functions are actively carried out,and in daily work,it has really focused on industrial development,optimized the support environment,helped cross-border e-commerce brands go overseas,and optimized management guarantees.Second,this paper adopts the new public management theory and the service-oriented government theory as the theoretical framework of the questionnaire survey and interview.On this basis,it formulates a targeted questionnaire,interviews relevant personnel,and conducts research in a combination of online and offline methods.A total of 200 questionnaires were collected.Quantitative and qualitative analyses were carried out on the collected sample data,and the problems existing in the functions of Gusu government in the development of cross-border e-commerce were obtained: lack of forward-looking planning,sustainable impact,late implementation of major market competition policies,and lack of high-quality digital foundation;insufficient support facilities and risk control supervision lead to market chaos,and insufficient cross-departmental coordination leads to waste of resources.Thirdly,combined with the research results,try to analyze the causes of the above problems from the aspects of industry environment,infrastructure support,market supervision and management,and international policy changes.Then,through the method of comparative analysis,the actual situation of Gusu is compared with the actual situation of overseas typical areas,such as San Francisco Bay Area in the United States,Kreuzberg District in Germany,Longgang District in Shenzhen,Yuhuatai District in Nanjing,and Xiaoshan District in Hangzhou.To analyze,summarize their successful experience.Finally,some suggestions are put forward for the Gusu District Government to try to improve its work in the development of transnational trade: develop long-term planning to promote industrial clustering,strengthen policy objectives and process management on all fronts,enhance digitalisation to increase investment in talent and funding,and improve the regulatory system to enhance management effectivenesst.And carried out the refinement of the implementation level,and put forward detailed countermeasures and suggestions on the responsibilities that local governments should undertake in the development of transnational trade in our country.This article aims to explore some relatively feasible policies and measures through the analysis of the case in Gusu District,Suzhou City,so as to promote the development of cross-border e-commerce industry by grassroots governments and make government functions in the field of cross-border e-commerce more active and effective.It will play a more effective role and further promote the sustainable development and prosperity of this field,so as to promote cross-border e-commerce to make greater contributions to the development of my country’s economy.Through the promotion of these policies and measures,a better Sino-foreign international cooperation relationship can be established,and the long-term significance of providing reference and guidance for other regions.
