Research On Government Function In The Development Of Cross-border E-commerce In Henan Province

In the environment of economic globalization,with the continuous development of the Internet and people’s gradual habit of shopping through the Internet and cross-border shopping,the strategic position and influence of the e-commerce industry in foreign trade has become increasingly prominent.In recent years,faced with multiple obstacles such as weak recovery of the world economy,weak domestic demand in developed markets,and rising global trade protectionism,the downward pressure on the domestic economy has increased,the traditional competitive advantage of foreign trade has weakened,and the cost of labor and land has continued to rise,China’s foreign trade situation is very grim.Therefore,the Ministry of Commerce and relevant departments have issued a series of policies to develop foreign trade through ecommerce platforms,aiming to use cross-border e-commerce platforms to realize the transformation and upgrading of traditional foreign trade.Henan Province has an advantageous geographical location and convenient transportation.The radial advantage of connecting the east to the west and connecting the north to the south is very significant.Based on its unique geographical hub advantage,it has taken the lead in the cross-border e-commerce industry.Meanwhile,benefiting from the strong support of the State Council,Zhengzhou,Luoyang and Nanyang in Henan Province were established as pilot cities in the country in 2016,2019 and 2020 as comprehensive pilot zones for cross-border e-commerce.Relying on its policy development dividend as well as its own industrial environment,the total number of cross-border e-commerce enterprises in Henan Province and their operating capacity have always ranked first in the west in recent years.Although the development of cross-border e-commerce in Henan Province ranks among the best in the central and western regions,there is still a certain gap compared with developed countries and domestic coastal areas such as Jiangsu,Zhejiang and Shanghai.The government’s functional positioning in the development of cross-border ecommerce Still need to be further clarified.This article analyzes the current situation of the functions of the Henan government in the development of cross-border e-commerce,and points out that at the present stage,there are problems of inadequate organization and coordination,irregular macro guidance,public services to be improved and insufficient market supervision in the performance of the functions of the Henan government in the development of cross-border e-commerce.By adopting a comparative analysis method,combining the successful experience of the two foreign developed countries,the United States and Singapore,and the domestic developed regions such as Ningbo,Shanghai,and Suzhou,a government that strengthens government management functions,correctly handles government supervision functions,and improves government service functions is proposed.The idea of functional transformation,and detailed suggestions for transformation from the four aspects of organization and coordination,macro guidance,service support,and market supervision,hoping to promote the better transformation of government functions in the development of cross-border e-commerce in Henan Province and give full play to the role of the government.
