| In recent years,various natural disasters and public emergencies have occurred frequently,which not only threaten people’s lives,health and property safety,but also affect social stability and development.The outbreak of COVID-19 at the end of 2019 has posed challenges to global economic development and social stability.In the process of fighting the epidemic,many countries are facing a shortage of stockpiles,which has seriously affected the efficiency of the fight against the epidemic.Sufficient material reserve is the logistic support for fighting against public emergencies.However,at present,domestic and foreign scholars research on emergency materials mainly focuses on material allocation,storage warehouse location,material classification and other aspects,while there are few researches on material reserve and reserve mode,and few scholars combine material classification and reserve mode.Therefore,this paper takes the emergency material reserve management of T City as the research object,understands the development status of the emergency material reserve system of T City through field investigation,interview,comparative analysis and other methods,and analyzes the policy system,reserve pool construction,capital system,information technology and human resources from five aspects by using warehouse management theory and collaborative management theory.Explore the problems and causes of emergency material reserve system in T City.In terms of theoretical significance,through studying the government-enterprise joint reserve mode,the theory of collaborative management is expanded.In terms of practical significance,it is helpful to solve some problems in the current emergency material reserve system.The management system is not perfect,the effect of the government-enterprise joint reserve mode is not obvious,the financial burden is heavy,the warehouse management is not standardized,the material manager is insufficient and other reasons make the types and quantities of emergency materials reserve insufficient,resulting in the failure to provide the corresponding materials in full when emergencies occur.On this basis,suggestions were put forward to improve the policy system of material reserve,strengthen the government-enterprise joint reserve mechanism,strengthen the construction of emergency material fund support system,improve the construction of emergency material reserve infrastructure,and improve the construction of emergency material reserve talent team,so as to optimize the emergency material reserve system of T City. |
