In the process of strengthening compulsory education,achieving balanced development is an important development strategy of compulsory education.Achieving balanced development of compulsory education meets the changing needs of the masses for high-quality education resources,which is an important foundation for ensuring education equity.In the process of realizing the balanced development of compulsory education,it is a key component.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China emphasized that we should give full play to the important role of advanced technology,make rational use of educational resources based on the Internet platform,and build a balanced development environment for compulsory education by using various information means.Based on this,in the context of information technology,we should use information technology to promote the balanced development of compulsory education as a part of the strategy to promote the sustainable development of China’s education.This paper discusses the actual situation of balanced development of compulsory education at home and abroad.Based on the theory of education equity and the theory of equalization of basic public services,starting from the actual situation of balanced development of compulsory education in Wenzhou,this paper discusses the problems existing in the balanced development of compulsory education in this region,including excessive reliance on administrative means and lack of information transformation;The school running conditions and information resources of each school vary greatly;Teachers are not balanced.In view of the problems found above,this paper makes a deep analysis of the causes from four aspects: the education system and policy,the government’s awareness of education services,the level of economic development,and family education factors.It is found that the unbalanced development of compulsory education in Wenzhou is caused by the unbalanced guidance of education system and policy,the weak awareness of government education service,the limitation of informatization transformation caused by the objective level of economic and social development,and the lack of correct family education guidance.After discussing the shortcomings of the balanced development of compulsory education in Wenzhou City,this paper proposes new countermeasures to promote the balanced development of compulsory education in Wenzhou City based on the successful experience at home and abroad in combination with the case of information technology development,that is,it is clear to use information technology to improve the government management system and enhance governance capacity;At the same time,we will increase investment in information technology,improve the information infrastructure of township schools,and accelerate the promotion of the group school model;In addition,online education is used to deepen curriculum reform and classroom reform,improve teachers’ information literacy,promote collaborative education with the development of information projects,reduce teaching pressure,and improve students’ ability to learn independently.It is of great practical significance to comprehensively integrate "informatization+education" with the current compulsory education,build a special "smart education demonstration zone" in Wenzhou,pay attention to the education construction in Wenzhou,and build a good education development environment,so as to provide new ideas and make new contributions to promoting the balanced goal of domestic compulsory education.
