Study On The Connection Between Grasstoots Discipline Inspection And Supervision Organizations And Procurator Organs

After the successful convening of the 18 th National Congress of the Communist Party of China,the Central Committee paid great attention to the anti-corruption work,and the grassroots discipline inspection and supervision organs and pro-curatorial organs also fully carried out a series of work in accordance with the requirements of the Central Committee,effectively curbing the corruption problem.However,due to the great differences in the nature of the work of the grass-roots discipline inspection and supervision organs and the pro-curatorial organs,and the different responsibilities and powers,the two cannot be effectively connected in the process of handling cases.Currently,the domestic and foreign on the problem of case cohesion research has not fully developed,at the same time for how to join also lack of national normative documents,in addition,the two departments in the process of the case of the legal basis is different,handling procedures,regulatory object,investigators business ability level is not enough,resulting in dealing with some cases,both have problems such as cohesion,causing part of the suspected of criminal crime personnel only by CPC party disciplines punishment.Therefore,it is urgent to carry out in-depth and effective research on the connection of the two organs,formulate the connection system suitable for the two,promote the team construction and better connection in the process of handling cases,constantly optimize the legal environment in China,and truly strengthen the cooperation and maintain the independence of the two.Based on the current situation and the effectiveness of case handling connection,this paper studies the connection mechanism from meaning,purpose and method,analyzes the laws and regulations involved from the starting point;respectively.In addition,the author also put forward effective countermeasures to how to strengthen the connection of handling cases.First of all,starting from the legislation and rules and regulations linking the two,we put forward the relevant requirements of improving the legislation and strengthening the system construction.This is not only efficient,but also well-reasoned and easier to implement.Second,strengthen the team construction of both.Grass-roots discipline inspection and supervision organs should focus on strengthening the construction of grass-roots teams,improve the professional quality of relevant cadres,so that they can do their work in strict accordance with laws and regulations.At the same time,it is also necessary for the pro-curatorial organs to do a good job in the team construction and independent case handling,to ensure that the team construction and case handling level to a higher level.Finally,in the process of case handling,the two should standardize the investigation and evidence collection,and improve the case handling procedures,to ensure that the two organs can not only maintain the independence of each other,but also strengthen the division of labor and cooperation.In the face of the current severe anti-corruption situation,in order to give full play to the supervision functions of the grass-roots discipline inspection and supervision organs and the inspection organs,and strengthen the crackdown on the anti-corruption problem,we need to use the effective connection between the two in the process of handling cases to promote the continuous improvement of the level of handling cases.This also means that in the next stage of work,we will focus on perfecting the mechanism,standardize procedures and improve cadre professional quality,promote the formation and application of cohesion mechanism,make the implementation power docking,to make the anti-corruption work can further play a more effect,promote China’s anti-corruption work continues to improve.
