Research On The Optimization Of Government Function In The Protection And Development Of Zhuangzhai In Yongtai County

Traditional dwellings are the essence of farming culture and an important carrier and resource of rural culture.It is important to protect and develop traditional dwellings to promote rural revitalization.In recent years,the Chinese government has successively promulgated a series of policies and documents,the protection and development of traditional residential houses has been elevated to an unprecedented level.Yongtai County preserves a large number of defensive rural buildings known as Zhuang Zhai.Effectively improving the protection and development of Zhuang Village is the practice of rural cultural revitalization and the implementation of the rural revitalization strategy.With the continuous development of new urbanization,many Zhuangzhai are facing hollowing out and aging,and some are even close to disappearing.The behavior of the government is an important factor affecting the protection and development of Zhuangzhai in Yongtai County.This paper uses the theory of public governance,collaborative governance theory and government regulation theory.Taking the traditional folk houses in Yongtai County,how to optimize the government functions in the protection and development of Zhuangzhai in Yongtai County is studied.First of all,on the basis of introducing the background and significance of the research,the paper defines the concept of traditional dwellings,zhuang villages and government functions,and expounds the value of Zhuangzhai in Yongtai County,combined with the actual investigation,sorts out the main measures in the process of protection and development of zhuang villages and the practical results.Secondly,combining the questionnaire analysis method and interview method,the government analyzed the main functions,existing problems and reasons in the protection and development of Zhuangzhai in Yongtai County.The study concluded that the main functions of the government in the protection and development of Zhuangzhai include four functions: government decision-making,government guarantee,government coordination and government supervision.Then,combined with the above four functions,the reasons for the problems of the government in the protection and development of the village are the deviation in the planning and design,the lack of democracy in government decision-making,the lack of public service supply ability,the unclear division of responsibilities of functional departments,the lack of collaborative governance,the lack of supervision,and the poor regulation effect.Finally,the paper puts forward countermeasures and suggestions on how to optimize the government functions in the protection and development of Zhuangzhai in Yongtai County from the four aspects of optimizing government decision-making,enhancing government guarantee,improving government coordination and strengthening government supervision,aiming to provide reliable basis and reference for the government in the protection and development of traditional residential houses.
