| Letters and visits work is an important manifestation of the party’s mass line and an important part of the party’s mass work.Basic-level petitions are a necessary link for the people’s government to understand and appreciate public sentiments,and an important bridge to directly contact the masses.Through face-to-face reception of the visiting masses,the pressure of the masses,and the relief of the masses’ emotions,conflicts are resolved at the most basic level.However,our country is currently in a period of important strategic opportunities during the period of social transformation and reform and development.With the rapid development of society and economy,a large number of social contradictions and social problems have appeared.If the conflicts of the grassroots petitions are not handled in time,social stability will be affected,Grassroots petition work is the top priority of the entire petition work.Therefore,clarifying the current status,problems,characteristics and challenges of the current petition work,and formulating targeted policies and measures,is a necessary way to deal with this status quo.The thesis takes the petition work of the W district government of Weifang City as the research object,defines the core concepts of the local government petition work,and introduces theoretical perspectives such as stakeholder theory,social safety valve theory and social justice theory.On this basis,through the literature research method,case study method and in-depth interviews,we conducted an in-depth analysis of the status quo of the letter and visit work of the W District Government of Weifang City,and summarized the problems in the letter and visit work as the marginalization of the rule of law and the weakening of the foundation of the letter and visit.,Disorder of letters and visits,etc.It further analyzes the causes of the problems from three aspects: weak links in the legal environment for letters and visits,inadequate basic work for letters and visits,and complicated motives for letters and visits.Finally,it puts forward the countermeasures for optimizing the petition work of the W District Government of Weifang City,that is,strengthening the construction of the legal environment related to petition work,consolidating the basic foundation of petitioning,and reducing complexity to simplifying the quality and efficiency of petitioning work. |
