Grassroots government serves as the foundation for the implementation of various administrative services.The conduct of its staff not only affects the efficiency of government operations,but also influences public satisfaction with the government.With rapid economic and social development,as well as the continuous delegation of administrative powers,the issue of understaffing at the grassroots level has become more and more prominent.The utilization of non-regular personnel has emerged as the "optimal solution" to alleviate the shortage of human resources.However,the improper management of non-regular personnel has resulted in various negative consequences,making them become an unstable element within grassroots government.How to enhance the management of non-regular personnel while fulfilling social governance responsibilities has become a new challenge for grassroots government.This article focuses on W Street in F City and draws upon the theories of government performance management,public human resource management,and street-level bureaucracy.By employing methods such as questionnaire surveys and interviews,the article analyzes the current state of non-regular personnel management in W Street from aspects such as recruitment methods,salary management,education and training management,performance assessment,and career development planning.It reveals issues including non-standardized recruitment mechanisms,simplistic performance assessment methods,low and slow-growing salary levels,inadequate job training systems,and unclear career development plans.The formation of the main pressure-type system caused by subjective neglect,treatment guarantee mechanism is not perfect,assessment and incentive mechanism is not reasonable enough,the management system is not standardized and effective enough,laws and regulations are not sound enough and other aspects of the reasons.Through this research,it is hoped that the study of non-regular personnel management at the grassroots level can be enriched,providing valuable insights for strengthening the non-regular personnel workforce and improving management quality in grassroots government.Additionally,we also aspire for this research to serve as a reference for the standardized management of non-regular personnel in other regions of our country.
