Research On The Implementation Of The Pilot Policy Of Gradual Retirement Delay In Nanjing

With the increasing degree of aging,increasing average level of education and increasing average life expectancy,postponing retirement has become an inevitable tendency.The Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening Reform,adopted at the Third Plenary session of the18 th Central Committee of the Communist Party of China,clearly states that the policy of gradually raising the retirement age should be studied and formulated.At present,China has gradually delayed the promotion into the pilot stage,Jiangsu from March 1,2022 officially implemented the new basic pension insurance policy for enterprise workers.Therefore,this paper selected Nanjing city as a pilot case study on the implementation of the progressive retirement delay policy,which had distinct epochal significance and strong social application value for the implementation of the progressive retirement delay.This paper selects the pilot implementation of the progressive delayed retirement policy as the research object,takes the Smith policy theory model in the policy implementation theory as the main guidance,comprehensively uses the literature research method,field survey method,questionnaire method and other research methods,combines the qualitative analysis and quantitative analysis method,and draws on the research of domestic and foreign scholars.An investigation was carried out on the implementation of the progressive retirement delay policy in Nanjing.First of all,briefly introduce the research background,significance,research content,methods and domestic and foreign research status and related theories and concepts;Then it analyzes the pilot situation of the implementation of the progressive delayed retirement policy in Nanjing,including the employment situation of Nanjing,the background and policy overview of the progressive delayed retirement policy in Nanjing.Further through the quantitative analysis of the questionnaire survey,from the perspective of Smith model to obtain the implementation of Nanjing gradually delayed retirement policy pilot status;Through qualitative and quantitative analysis,the paper analyzes the problems and reasons in the implementation of the progressive delayed retirement policy in Nanjing.Thirdly,it puts forward the countermeasures and suggestions to promote the progressive delayed retirement policy,and elaborates the countermeasures to improve the implementation effect of the progressive delayed retirement policy in Nanjing from various aspects of the Smith model.Finally,the paper summarizes the content of the full text and looks forward to the future development.It is hoped that this study can provide some theoretical reference and practical guidance for the implementation of the progressive delayed retirement policy in Nanjing.
