The Role Dilemma Of Social Organizations Participating In Community Governance

In recent years,our government actively promotes the construction of community governance system,encourages and supports social organizations to participate in community governance and community services The decision of the Central Committee of the Communist Party of China on several major issues of upholding and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and governance capacity raises the issue of national governance system and governance capacity to the overall level,and social organizations as the main body of community governance have also become the focus of attention The opinion of the Ministry of Civil Affairs on vigorously cultivating and developing community social organizations emphasizes that we should strengthen the cultivation and support of community social organizations The opinions on reforming the management system of social organizations and promoting the healthy and orderly development of social organizations emphasizes the need to improve the policies and measures for the development of social organizations.This study takes y social organization in Nanjing as an example,collects research data through interview and participation observation,deeply analyzes the role dilemma of social organizations in the process of community governance,discusses the causes of the role dilemma of social organizations in community governance,and then puts forward some ideas to solve the role dilemma of social organizations in community governance.The research shows that due to the bureaucratization of community governance,the administration of community operation,the rejection of foreign organizations in the community and other reasons,there are some role dilemmas in the process of social organizations participating in community governance,such as unclear role,role tension,role overload and so on.From the perspective of social structure,there are three main reasons for the dilemma of the role of social organizations: first,influenced by the traditional administrative system,the government still dominates most of the actions of social organizations;Second,the traditional management concept makes the government and residents lack trust in social organizations,which leads to the limited action of social organizations;Third,the imbalance between different subjects leads to the role dilemma of social organizations in the process of interaction with the government and community.In order to promote social organizations to participate in social governance better,we must resolve the role dilemma of social organizations in community governance.In this regard,this study puts forward the following suggestions: first,the government should overcome the inertia of the traditional management system,give more space for the development of social organizations,and provide more financial support for social organizations as far as possible.Second,for social organizations,under the existing conditions,they should fully understand their own advantages and disadvantages,adjust their business scope,improve the organization’s professionalism,retain professional talents,vigorously promote the public welfare of social organizations,and broaden the space for the development of social organizations.Third,for the community and residents,we should change the original concept,accept social organizations into the community,trust social organizations,and recognize social organization services.
