With the continuous acceleration of urbanization and industrialization process in our country,on the one hand,the amount of agricultural land,especially arable land,has been declining,the demand for urban construction land has always been high,and the contradiction between supply and demand has become increasingly prominent.On the other hand,there are a large number of vacant house sites and collectively-owned land in rural areas such as rural construction land.If we make good use of these idle resources,such as collective operating land and other rural construction land,the current dilemma of insufficient supply in the land market will be significantly eased.However,there are still many problems in the management of our country’s rural construction land that hinder its potential use,such as the scattered layout of rural villages,imperfect infrastructure conditions,common illegal use of land,and irregular transfer of collective construction land.It is necessary to strengthen the study of countermeasures for the optimal utilization of rural construction land.Taking the Runzhou District of Zhenjiang City as an example,this paper uses survey analysis,comparative analysis,qualitative and quantitative analysis methods to analyze the rural construction land in the suburbs,including the status quo and characteristics of homestead,rural business land,rural public management and public service construction land.The investigation found that many problems with rural homesteads,the rural homesteads in Runzhou District have over-standard homestead areas,irregular construction of farm houses,chaotic planning of rural homesteads,lack of overall planning,the phenomenon of “one household with multiple houses” and “hollow villages”,the village lacks functional zoning and production living land is messy,old houses are rented out,family workshops and so on;rural operating construction land is seriously idle,land development intensity is low,and it does not conform to the concept of economical and intensive land use;rural public management and public service land use efficiency is low,public fitness phenomena such as abandoned entertainment venues.On this basis,the thesis analyzes the actual dilemma of the optimal utilization of rural construction land in the suburbs of the city from three levels of punishments: farmer level,town and village grassroots managers,and district-level land managers.The study found that,at the farmer level,farmers lack the awareness of land optimization and their understanding of policies is low,and the unique traditional culture in the countryside affects farmers’ willingness to withdraw from homesteads;at the town and village grassroots managers,it is mainly the lack of overall planning by the grassroots government and the lack of enthusiasm for management entities.And there are concerns about the income distribution of rural operational construction land after entering the market;at the district-level land managers,the optimal use policy of rural construction land is not sound,the management rules of collective construction land are restricted,and the construction of the rural land market is slow.In response to the dilemma of optimal utilization of rural construction land,the following countermeasures are proposed:(1)Farmer level: strengthen publicity and effectively change the concept of farmers;design diversified compensation methods and increase compensation standards;build a public supporting mechanism for the withdrawal of rural land rights.(2)Town and village grassroots managers level: Incorporate idle construction land in rural areas into the overall planning;strengthen education and guidance,correct the work attitude of grassroots managers;straighten out the relationship between the government,collectives and farmers,and rationally adjust the distribution of land benefits.(3)District-level land managers: use the market transfer as a breakthrough point to promote the construction of a unified urban and rural construction land market;promote the supply-side reform of rural construction land;introduce social capital and innovate the utilization model of rural homesteads;pay more attention to the primary,secondary and tertiary industries Integrate development needs.
