In the 1960 s,the widespread use of narcotics in the United States made the United States pay attention to the seriousness of the drug problem. The huge demand of the United States drug market attracted a steady flow of drugs from major drug producing regions in the world to the United States.Mexico,as a neighboring country, has also been deeply affected and has been developing into a new transit center.Due to the serious impact of drug abuse, the United States urgently needed Mexico to cooperate to control the flow of drugs. However,Mexico’s cold response stimulated President Nixon to launch the "Intercept Operation" in 1969.Under the pressure of the United States,Mexico was forced to start drug control cooperation with the United States, which led to the beginning of drug control cooperation between the United States and Mexico. In 2017,the then US President Trump has erected a high wall at the US Mexico border. In 2018,President Lopez of Mexico, who always takes a tough attitude towards the US,came to power, and the US Mexico anti-drug cooperation will usher in a transformation. This paper aims to explore the results of the half century U.S.-Mexico drug-control cooperation and the real effectiveness of U.S.-Mexico drug-control cooperation. For research issues, this paper basically combs the general process of drug-control cooperation between the United States and Mexico from 1969 to 2018 and the relevant facts and historical facts by reading and summarizing relevant research results, official documents of the United States and Mexico, and determines the stage of cooperation based on the transformation of cooperation willingness, attitude and policies. In clarifying the basic situation of drug-control cooperation between the United States and Mexico,it was found that the common interests and differences of interests in the cooperation between the United States and Mexico were difficult to balance. Therefore, the Game Theory was introduced as a theoretical analysis framework to analyze the game strategies in each cooperation stage and determine the type of game. Then the analysis found that the game types had changed, and then explored the reasons for the change. Finally, the evaluation indicators were determined with cooperation as the center to evaluate the effectiveness of the drug-control cooperation between the United States and Mexico. The evaluation concluded that the actual effectiveness of the U.S.-Mexico drug-control cooperation was limited, and it failed to bring substantive and profound impact to the U.S.-Mexico drug-control cooperation. The author also found out the problems in the U.S.-Mexico drug-control cooperation and proposed some improvements in the future international drug-control cooperation.
