In China’s residential communities after a series of reforms,property management companies to provide professional property services in the management model to continuously meet the needs of owners in the pursuit of high quality of life,due to the continuous aging of residential community infrastructure,rising management costs and property management and service levels continue to reduce the intertwining of factors,the emergence of conflicts between community owners and property companies,and even intensify the phenomenon,in this case In this situation,the owners’ self-governance model has become a conscious choice for some communities in terms of management.From the current point of view,the development of the district owners’ self-government in the country is still immature,and at this stage,all places are still in the stage of their own exploration,especially in the old district owners’ self-government there are certain shortcomings of the mechanism.There is an urgent need to reflect on the existing system and mechanism of small community owners’ self-governance,and to explore the innovation on this basis,in order to help the management and construction of urban communities,especially old communities.At present,there are a certain number of research results on the autonomy of owners in small communities,but most of them are based on the autonomy of general communities,exploring the difficulties,causes and ways to solve them.However,few studies have been conducted on the mechanism of owner’s self-governance in old neighborhoods,and there is a lack of in-depth consideration on the mechanism of owner’s self-governance and the relationship between related elements.Based on the theoretical perspectives of public participation and collaborative governance,this paper takes a typical old district Y in Huaxi District of Guiyang City as the research object,adopts field research and interview method to sort out the practice of owner’s self-governance in Y district,analyzes the shortcomings of owner’s self-governance mechanism in Y district in three aspects: the awareness of owner’s participation in self-governance is not strong enough,the new commission-agent model is not mature,and multiple subjects cannot form the maximum synergy.The paper analyzes the shortcomings of the mechanism of owners’ self-governance in Y district,and analyzes the necessity of the innovation of the mechanism of owners’ self-governance in the old district from three aspects: the need to improve the efficiency of owners’ self-governance decision-making,the need to improve the ability of owners’ self-governance and the need to build the system of owners’ self-governance.Finally,this paper applies public participation theory,principal-agent theory and collaborative governance theory to study the mechanism innovation of owner self-governance in old neighborhoods: constructing a long-term and sustainable owner participation mechanism to solve the problems of low owner participation and the need to improve decision-making efficiency,constructing an effective new principal-agent mechanism to solve the problems associated with changes in the functions of the owners’ committee,and constructing an open and shared collaborative governance mechanism to solve the problem of multiple The problem of failure of multiple parties to form the greatest synergy is solved by building an open and shared cooperative governance mechanism.On the basis of mechanism innovation,we propose the following paths to promote the innovation of owner’s self-governance mechanism in old neighborhoods: strengthening the ideological leadership of owner’s self-governance in old neighborhoods,accelerating the construction of owner’s self-governance system in old neighborhoods and establishing a cooperative governance model between the government and society.
