From Scattered To United:Logic Of Owner Autonomy In Local Community

As a key node between urban and rural areas,county-level cities have become an important platform to absorb rural population with the expansion of urbanization.As a new type of governance unit,the commercial housing community in the county begins to appear and grow rapidly.Although the appearance of the commercial housing community in the county has the appearance of a modern urban community,it still presents a strong"native color" from the aspects of the owner’s population structure,cultural identity,concept and other internal elements.This paper classifies it as a "native community".In the process of farmers going to the city,the blood ties of the traditional local society are broken,and the geographical ties are difficult to spontaneously rebuild in a short time.Therefore,the local community shows a scattered characteristic from the establishment,often in the state of governance vacancy and management hollow.To change this situation,the key is to realize the "central return" of community governance and complete the modernization reconstruction of community internal order and autonomy system.In the current community governance,the owners’ committee is known as the pioneer of Chinese civil society,which is the key to reshape the community internal autonomy system.Therefore,promoting the owner autonomy represented by the industry committee to take root in the local community is of great significance to explore an effective grassroots governance path,promote social transformation and cultivate civil society under the background of urban-rural integration.In the case of owner autonomy of s community in Y County of Jiangxi Province,driven by several years of rights protection movement,s community,initiated by the owner,established the first owner committee in the county from bottom to top,took the lead in realizing owner autonomy,and became a model for the modernization and reconstruction of the internal self-government system of the local community,which was set as a benchmark by the Housing Administration Bureau of Y county.Through the in-depth study of the case,it is found that the strong "native color" in s community does not hinder the realization of the owners’ autonomy.On the contrary,as a "local resource",this feature plays a key role in the connection of owners and the reconstruction of internal order.Firstly,the "relatively local" population structure makes the community present the interpersonal pattern of "semi acquaintance society",which has become the basis of reconstructing the owners’ identity;secondly,the worship of "geomantic omen" belief in the "local" feelings has become the cultural representation of regional identity consciousness in the rights movement,which is also the key to wake up the owners’cultural identity;thirdly,the promotion of "geomantic omen" belief in the "local" feelings has become the cultural representation of regional identity consciousness in the rights movement,Under the guidance of "no litigation" tradition,the owners’ rights protection movement shows a unique logic of collective action,which further enhances the owners’behavior identity.Finally,the identity,cultural identity and behavior identity among the owners are internalized into the "local resources" of the community.Under the guidance of the traditional neighborhood concept and the common situation of rights protection,it becomes the catalyst of strong identity among the owners,promotes the rapid strengthening of neighborhood identity and neighborhood emotion,and constructs a community with the characteristics of "integration of local and modern" Neighborhood order.Among them,the elite owners based on their yearning for modernization carried out the rule of law transformation of the community,in order to build the order of the modern community,while the ordinary owners reshaped the "rule of law tradition" which is full of human feelings and help each other in a practical way under the guidance of traditional values.On this basis,the owners’ community was finally established,which promoted the transformation of the community from scattered to United,completed the local reconstruction of the neighborhood system,and realized the owners’ autonomy.At present,China is in the high-speed transformation period of modernization.The two characteristics of "Nativity" and "Modernity" are often regarded as opposites and contradictions.We do not know that "local spirit" has its independent value and cultural personality,and the process of modernization is not fundamentally opposed to "local spirit".As a modern direction of grassroots order structure,the construction of owner autonomy system is not only the "modern" logic of traditional urban community,but also the local type logic characterized by acquaintance society and neighborhood reconstruction in the rural-urban community represented by the commercial housing community in the county.The key to the integration of the internal order of the local community and the construction of the autonomous system is to develop and make good use of the local resources based on itself,and on this basis to re-establish a governable neighborhood system.Only on the basis of "native color" and promoting "neighborhood reconstruction",can the local community realize its own rebirth in the new node of"urban
