With the continuous and rapid development of our country’s network,mobile terminals have also become the main information release nodes of the network,and the Internet has become one of the important ways to spread public opinion.Compared with traditional media such as television,newspaper and radio,the Internet has become another major network media platform in our daily life.In recent years,with the continuous promotion between online public opinion and emerging media,the order of our government’s work management in network comprehensive governance,especially in the management of online public opinion,and the stable development of social economy have made its influence increasingly greater.As a county-level government,while vigorously implementing the strategy of rapid economic development and rural revitalization,it has also triggered a series of radiating contradictions between the new era of rural revitalization,the new era of environmental protection,the new era of medical and health care,the new era of education development,and the social and economic development.Most people can release relevant information through the Internet platform,especially the terminal mobile phone platform,and even have some complaints and dissatisfaction of public opinion,especially the content related to government management,which is easier to form government network public opinion.As the front line of contacting the masses,the county-level government is faced with both online and offline pressures when dealing with these social contradictions.How the local governments at the county level manage the government network effectively has become a practical problem that must be faced.As we all know,the occurrence of almost every influential event will,to a large extent,trigger a heated discussion on the Internet.If the government does not handle it properly,it is more likely to cause a storm of public opinion.Therefore,how to effectively promote the management of network public opinion mechanism to develop in a healthy and orderly way has become an important issue for local governments to maintain network security and social stability.Through reviewing many documents and analyzing many cases of hot events,this paper starts with the definition of “network public opinion guidance mechanism”,takes the construction and development of the network public opinion guidance mechanism in County A as the main content,explores the reality of the local government in the construction and application of the network public opinion guidance mechanism,and conducts in-depth research on its feasibility and specific issues,In particular,the coordination mechanism,communication mechanism,management guarantee mechanism,information collection and feedback mechanism,crisis emergency response mechanism and other major specific mechanisms of network public opinion guidance have been deeply studied and discussed.On this basis,through the use of relevant systems,methods of relevant systems,feedback,communication and other links to form the mechanism of this topic,and on this basis,analyze typical cases,and finally form a consensus.Therefore,we should take this as the core to construct the network public opinion guidance mechanism.According to the above ideas,continuous construction and improvement of the guidance mechanism of network public opinion can provide a model for government agencies to deal with sudden network public opinion to a certain extent,and make the guidance mechanism of the government more reasonable and effective,so as to completely eliminate the adverse effects caused by the non-standard mechanism.The situation of the network is changing rapidly,and the response is flexible.Learning a unified response template cannot solve the problem.Due to my limited knowledge and learning time,the research on the social guidance mechanism of the network is not deep enough.Moreover,new media is in the process of continuous development and change.In the future work practice and research,we will further deepen the research on the guidance mechanism of online public opinion,and find out the laws with social development and changes and guidance mechanism methods.The grass-roots government will continue to summarize and improve the successful experience of using the network public opinion guidance mechanism in the actual work to deal with the local network public opinion response,and continue to promote the mechanism formed by the local grass-roots government in the network public opinion guidance to achieve effective network public opinion treatment.
