In recent years,China has attached great importance to the development of inclusive finance to support agriculture.In 2015,the State Council issued the "Development Plan for Inclusive Finance(2016-2020)" as China’s first national strategic policy for developing inclusive finance,which was then implemented by various provinces.Based on this,Guizhou Province subsequently issued a guidance document for financial institutions to develop inclusive finance,the "Implementation Plan for Promoting Inclusive Finance Development in Guizhou Province(2016-2020)".In this paper,the authors take the perspective of Z Bank,a branch of Guizhou Rural Credit Union,which has the largest agricultural business in Guizhou.They first studied the implementation of the policy to support agriculture through inclusive finance in Guizhou,and evaluated the policy’s effectiveness based on the bank’s actual business data.They then discussed the common problems that arose during policy implementation,as well as the reasons for these problems,and provided suggestions for improvement.By studying the implementation of inclusive finance services for agriculture,this research can promote the effective implementation of policies to serve agriculture through inclusive finance,promote rural financial development,and provide a reference for future policy-making.The paper uses the Smith model as an analytical framework and employs research methods such as literature review,comparative analysis,and case study to summarize the problems that arise during policy implementation from four directions: policy content,implementing agencies,policy environment,and target groups.At the policy content level,issues such as weak policy strength,insufficient coverage,and institutional defects have arisen.At the level of implementing agencies,there are problems such as uneven distribution of institutional levels,incomplete regulatory mechanisms,and conflicts of interest between institutions.At the policy environment level,there are problems such as poor payment environment,incomplete credit information system,and narrow financing channels.At the target group level,issues such as farmers being squeezed in market transactions and low self-credit levels exist.To address these problems,the authors propose that supporting policies should be improved and institutional implementation strengthened at the policy content level.At the implementing agency level,cooperation between institutions should be strengthened,regulatory mechanisms should be innovated,and the government’s coordinating role should be enhanced.At the policy environment level,online inclusive finance should be promoted,credit system construction should be promoted from multiple perspectives,and financing channels should be diversified.At the target group level,social coordination should be advocated to promote the development of agriculture,and the self-credit levels of farmers should be improved.
