Research On Optimization Of Court Archives Management Based On Hierarchical Analysis And Fuzzy Evaluatio

Court archives are the true records of the trial activities of the people’s court and the important basis for the people’s court to carry out its work.In recent years,with the concept of socialist rule of law gaining popularity among people and the continuous improvement of people’s material and spiritual civilization level,more and more parties regard litigation as the preferred method to protect their rights.The number of cases accepted by the court is increasing day by day,and the court archives increase substantially,and the task of archives becomes increasingly heavy.Compared with the trial business of the court,the archives management is not paid enough attention to.The archives management personnel often carry out their work based on experience,and lack of scientific management process and system.On the basis of summarizing the relevant research achievements of archives management at home and abroad,this paper innovatively introduces the AHP(Analytic Hierarchy Process)-fuzzy comprehensive evaluation model into the field of archives engineering,and applies it in the practice of court archives management.Taking A Intermediate Court as an example,it carries out the optimization research and analysis of court archives management.AHP is used to make the obtained evaluation parameters more in line with the objective reality.On this basis,fuzzy comprehensive evaluation method is used to simulate human judgment and reasoning,and quantitative and qualitative methods are combined to evaluate the target,complementing each other’s advantages and laying a solid foundation for the optimization management.First of all,according to the actual situation of A intermediate Court,a corresponding expert team was established.Questionnaire survey and expert scoring method were adopted to systematically and comprehensively identify all aspects of problem factors on the basis of the list of problem factors affecting the optimization of archives management,and evaluation indicators affecting the optimization were obtained.Secondly,the analytic hierarchy process is used to make pairwise comparative analysis of the influencing factors at each level,construct the influence degree comparison matrix,and obtain the comprehensive weight of the indicators at each level.On this basis,the fuzzy comprehensive evaluation method is used to carry out fuzzy evaluation on the factors and factors at each level,comprehensively evaluate the influence degree of the factors at each level on the overall goal,and determine the key issues affecting the optimization of archives management.Secondly,the analytic hierarchy process is used to make pairwise comparative analysis of the influencing factors at each level,construct the influence degree comparison matrix,and obtain the comprehensive weight of the indicators at each level.On this basis,the fuzzy comprehensive evaluation method is used to carry out fuzzy evaluation on the factors and factors at each level,comprehensively evaluate the influence degree of the factors at each level on the overall goal,and determine the key issues affecting the optimization of archives management.Finally,according to the results of AHP hierarchical analysis-fuzzy comprehensive evaluation model,ESIA(elimine-Simply Integre-automate)process optimization method and PDCA(Plan-Do-Check-Action)cycle management method were used.From the process,system implementation,human resources management,the corresponding optimization plan is proposed to solve the key problems.Relying on the application of A intermediate court archives management information system and case handling information system to verify the optimization plan,adopt the questionnaire survey method and key index method and evaluate the optimization effect,proving that the optimization plan can effectively improve the efficiency of archives management.
