Research On Environmental Governance Of Xinzhan Town Under The Background Of Rural Revitalizatio

In the report of the 20 th National Congress of the Communist Party of China,it is proposed to comprehensively promote rural revitalization,adhere to the priority of agricultural and rural development,improve the social governance system,improve the social governance system of joint construction,governance and sharing,and enhance the effectiveness of social governance.Currently,China’s rural areas are in a significant historical development period,and increasingly severe environmental health issues have become an important factor restricting rural development.Accelerating the governance of environmental sanitation has also become an important task for governments at all levels.However,due to the impact of historical traditions,governance mechanisms,and objective conditions,the current progress in rural environmental sanitation governance is very slow,and the existing governance achievements are difficult to effectively consolidate.In a sense,it also hinders the rapid realization of "clean village appearance","ecological livability",and beautiful villages,It also has a serious impact on the physical health and well-being index of rural residents.Currently,the country’s vigorously promoting rural revitalization strategy not only brings policy benefits to rural environmental health governance,but also puts forward new goals and new requirements for rural environmental governance in the new era.This paper takes Xinzhan town as the research object.First,on the basis of combing the research status at home and abroad,it summarizes the background of rural environmental governance under the background of rural revitalization,and introduces the relevant core concepts and theories in the research process of the paper.Through the introduction of the basic content of the new public management theory,public governance theory and multi center governance theory,the current situation of environmental governance in Xinzhan town under the background of Comprehensive Rural Revitalization is analyzed.The Party committee and the town government of Xinzhan town have promoted the treatment of rural domestic garbage by not implementing the village appearance transformation and improvement project,carrying out ecological environment protection publicity activities,establishing environmental governance working groups,carrying out rural human settlement environment remediation actions,and introducing a third-party sanitation.At present,the rural human settlement environment of Xinzhan town has been improved,the ecological environment governance effect has been remarkable,and the satisfaction of rural residents has been improved.At the same time,there are still problems in environmental governance in Xinzhan Town,such as poor implementation of policies and regulations,low participation of farmers in environmental governance,insufficient funds for environmental governance,and insufficient synergy between government departments.The main reasons are: weak foundation of environmental governance,insufficient villagers’ recognition of environmental governance,narrow financing channels for rural environmental governance,and unsmooth departmental coordination mechanism.By comparing the experiences and practices of environmental governance in Shanchuan Township,Anji County,Zhejiang Province,Lianhua Town,Gongcheng County,Guangxi,and Hedian Town,Shandong Province,the paper puts forward the improvement countermeasures of environmental governance in Xinzhan town under the background of Rural Revitalization: improving the rural environmental health governance system;Improve the rural environmental health fund guarantee mechanism;Popularize environmental protection publicity and education,and strengthen the public’s awareness of participation in environmental protection;We will improve the distribution of responsibilities and rights for rural environmental governance.
