Study On The Management Of Disaster Relief Materials Reserves And Countermeasures Of Xuchang City

In recent years,natural disasters,public health incidents and other public crises have occurred frequently in China.In order to effectively respond to various natural disasters,China has gradually established a four-level disaster relief material reserve system at the central-provincial-city-county level.Disaster relief materials play an irreplaceable and fundamental role in emergency relief.Enhancing the management of disaster relief materials reserves,improving management efficiency and ensuring that they are well managed,deployed and used,can effectively enhance the government’s ability to respond to various emergencies.Therefore,it is of great practical significance to explore the management of disaster relief supplies reserves to prevent and resolve major risks and improve the government’s ability to respond to public crises.According to the relevant requirements of the State Council,Henan Province and the local reality,Xuchang City has accordingly carried out the construction of a disaster relief material reserve system,and the disaster relief material reserve has played an important role in all kinds of disaster relief.However,according to the author’s practical experience of working in the front line of disaster relief materials reserve management of Xuchang City,he believes that while the management of disaster relief materials reserve of Xuchang City has made certain achievements,there are still many problems.Therefore,this paper takes the management of disaster relief materials reserves of Xuchang as the research object,and conducts field investigation and research in four aspects,namely,the guarantee capacity of disaster relief materials reserves,departmental collaboration,daily management of reserves,and storage efficiency of reserves.The problems such as weak protection capacity,slow departmental collaboration,irregular management and low storage efficiency.If these problems are not solved,the government’s ability to manage public crisis events will be greatly weakened.Based on the situation of Xuchang,the author uses public crisis management theory,collaborative governance theory and standardized management theory to analyze the causes of the above problems: firstly,the single main body and mode of disaster relief materials reserve;secondly,the lack of coordination mechanism among various departments of disaster relief materials;thirdly,the inadequate basis of disaster relief materials management system;and fourthly,the outdated technology of disaster relief materials management.Based on the above analysis,the authors put forward several suggestions to improve the management of disaster relief materials reserves of Xuchang from the perspective of the disaster relief materials authority: first,to build a unified and efficient disaster relief materials reserve system;second,to establish an efficient disaster relief materials reserve linkage management mechanism;third,to improve the rules and regulations and implement standardized management;and fourth,to improve the materials reserve storage management technology.In short,as the main force of emergency relief,government departments should actively explore new management modes of disaster relief material reserves,based on promoting the construction and development of disaster relief material reserve management system,effectively improving the capacity of disaster relief material reserve management,escorting for people’s livelihood development and social stability.
